Most of Russia's proposals for a UN Security Council resolution on Afghanistan were ignored by its authors - the United States, Great Britain and France.

This was stated by the official representative of the Russian Foreign Ministry Maria Zakharova, noting that as a result, the Russian Federation was forced to abstain from voting.

“Russia has made a significant contribution to making the document as balanced as possible, so that it meets the urgent tasks of the Afghan settlement.

At the same time, in the end, during the voting on the text, our country, together with China, was forced to abstain, ”Zakharova said in a statement on the website of the Russian Foreign Ministry.

So, according to her, the authors of the document did not include in the paragraph on the fight against terrorism the mention of the "Islamic State" and the "Islamic Movement of East Turkestan" (ETIM) ***, which pose a serious threat to security in the region.

In addition, the official representative of the Ministry of Foreign Affairs of the Russian Federation noted, “theses about the importance of not allowing the evacuation of qualified Afghan personnel to negatively affect the socio-economic situation of the country and its ability to achieve sustainable development goals” were not taken into account.

Another point that was not reflected in the resolution, Maria Zakharova called the concern of the Russian side "the detrimental effect of the freezing of national financial assets on the economic and humanitarian situation in Afghanistan."

At the same time, she noted the haste of adopting the document by voting, expressing confidence that the text was generally “run around” in a narrow format.

“Once again, I was disappointed by the practice of Western partners to create artificial time pressure when agreeing on the Council's documents.

Moreover, there is every reason to believe that Washington, London and Paris managed to “test” the text in a narrow format, only at the last moment submitting it to the Council for consideration, ”the diplomat emphasized.

Earlier, the resolution, presented by the three Western countries, was also criticized by Russia's Permanent Representative to the UN Vasily Nebenzya.

At the same time, commenting on the absence of the mentioned IS and ETIM in the text of the document, he expressed the opinion that in this way the authors divide the terrorists into "friends" and "aliens."

“We see in this a reluctance to recognize the obvious and a desire to divide terrorists into“ us ”and“ foes ”.

Attempts to “conceal” the terrorist threats emanating from these groups are unacceptable, ”explained Vasily Nebenzya.

As for the tight deadline for the adoption of the resolution, the diplomat said that in this way the West is trying to get rid of responsibility for what is happening in Afghanistan.

At the same time, we see this as an attempt to shift the responsibility for the failure of the 20-year presence of the United States and its allies in Afghanistan onto the Taliban movement, as well as the countries of the region, which will have to deal with the consequences of this long campaign, ”Vasily Nebenzya said.

According to him, this is not the first time that the Western coalition allows itself such an irresponsible behavior and attitude towards the events in Afghanistan.
