According to reports, strengthening the "double reduction" supervision is a clear requirement of the Central Government's "Opinions" to reduce the burden of students in compulsory education and off-campus training, and is an important measure to promote the implementation of the "double reduction" policies.

There are mainly six "double reduction" supervision measures and work carried out.

The first is to list the “double reduction” supervision as the “No. 1 Project” for education supervision in 2021.

Put the "double reduction" supervision at the top of the list and deploy the system.

Require local supervision departments to incorporate the implementation and effectiveness of the "double reduction" policy into the evaluation of government performance supervision, and further consolidate government responsibilities; set up a special reporting platform, report typical cases of violations, and strengthen social supervision; organize state inspections and school responsibility inspections to conduct public inspections and conduct unannounced visits Normalized supervision; areas and units where problems frequently occur during interviews and notifications are strictly accountable in accordance with regulations.

The second is to establish a semi-monthly notification system for special supervision and guidance of "double reduction".

The “Notice on Establishing a Semi-Monthly Notification System for Special Supervision and Guidance of “Double Reduction” Work” issued by the General Offices of various provinces (autonomous regions and municipalities), clarified that starting from September 2021, the implementation progress of the “Double Reduction” work in various provinces will be notified every two weeks.

The content of the notification includes 8 aspects including the proportion of schools meeting the standard for homework hours, the proportion of schools meeting the standard for after-school service hours, the reduction of discipline training institutions, the investigation and handling of illegal training advertisements, and the inspection and handling of clues reported by the masses, a total of 21 indicators, covering the "double Reduce the core requirements of the work.

From August 30th, every locality shall submit a semi-monthly report before the 15th and 30th of each month, and the first issue shall be submitted before the 30th of this month.

The Office of the Educational Steering Committee of the State Council will form a semi-monthly report on the "double reduction" work based on the summary and analysis of data from various regions, print and distribute the general offices of the provincial people's governments, report to relevant central leaders, and copy to the member units of the Educational Steering Committee of the State Council.

Through regular notifications, local governments are urged to focus on key tasks, increase work efforts, and ensure effective results.

The "Notice" also clarified that the Office of the Education Supervision Committee of the State Council will set up an "exposure platform". For typical issues that can be implemented but not implemented, or typical issues that have not been rectified after repeated notifications, they must be directly reported on the relevant media and the Internet. Expose, and initiate accountability procedures in accordance with regulations.

The third is to incorporate the "double reduction" work into the provincial government's performance supervision and evaluation.

In July, the Office of the Education Supervision Committee of the State Council issued a special notice to make deployment arrangements for the supervision and evaluation of the provincial government’s performance of education responsibilities in 2021, and clarified that the provincial government and relevant functional departments will implement the central "double reduction" work deployment, including "Reduction" is included in the key tasks of the education work leading group of the provincial (regional, municipal) party committee, formulating implementation plans based on actual conditions, establishing a work coordination mechanism, "double reduction" work effectiveness and public satisfaction, etc., as the key content of supervision and evaluation for supervision and evaluation .

On the basis of comprehensive consideration of various local self-examinations, monitoring and evaluation, letters and visits and reports, geographical distribution and other factors, it is planned to select 7 provinces to conduct on-site inspections in November.

The implementation of the "double reduction" policy will be specifically reflected in the national supervision report of the provincial government on the performance of duties, and the achievement of the "double reduction" goal will be reflected in the feedback opinions of the provinces.

The fourth is to set up a special reporting platform for "double reduction" issues.

The Office of the Education Supervision Committee of the State Council has opened a reporting column on the WeChat official accounts of "Weiyan Education", "China Education Supervision" and the "China Education Publishing" client to accept the heavy burden of students' homework and the school's failure to provide after-school services and off-campus training in accordance with regulations Real-name reporting of issues such as unlicensed training, false propaganda, over-standard and over-advanced training, overdue advance fees, high fees for violations of regulations, and difficulty in refunding fees.

More than 8,000 reports have been received.

The next step is to collect clues for effective reporting of problems by provinces, issue supervision notices, and require relevant provinces to verify and deal with them in accordance with the territorial management principles.

In response to the typical problems that the masses have strongly reflected, the state inspectors and relevant experts will be organized to conduct on-site inspections, and the inspections will be announced to the public.

Fifth, an early warning was issued to remind parents of the risk of paying for off-campus training.

The Office of the Education Supervision Committee of the State Council issued two phases of out-of-school training risk warnings in March shortly after school and May when the exam season began. Parents are reminded to choose a qualified formal training institution and do not pay for more than 3 months or 60 class hours at a time. Parents are reminded to be wary of training institutions’ false propaganda to induce payment, cleverly set up names to illegally charge fees, concoct gimmicks and high fees, and protect their own rights and interests.

After semester starts in September, on the basis of sorting out the clues reported by the masses, half-monthly reports and open and unannounced visits to find problems, in response to common and trending issues, timely risk warning reminders will be issued, false propaganda, unqualified operations, and money running away will be announced. List of institutions and typical cases of violations of laws and regulations.

The sixth is to organize and carry out on-site inspections.

In accordance with the overall requirements of “comprehensive coverage, problem-oriented, continuous in-depth, and compact responsibilities”, in June, the national school inspector was organized to conduct on-site inspections of the “double reduction” situation in all provinces (autonomous regions and municipalities) across the country.

In this inspection, in addition to the state inspector, 25 media reporters were specially invited as special inspectors to participate in the whole process.

Supervision adopts the "four non-two straight" approach.

For the problems discovered, a list of problems is drawn up from province to province, and clear requirements for rectification are put forward, and the organization will "look back" depending on the situation of the rectification.

In the next stage, relevant departments will further implement supervision responsibilities, increase supervision, notification, interviews and accountability, and promote the full implementation of the "double reduction" policy. Students will be overloaded with homework burdens, off-campus training burdens, and home-based off-campus training. Expenditure and the corresponding energy burden of parents are effectively reduced within 1 year, and significantly reduced within 3 years.

In response to the "Five Management" field supervision, the introduction pointed out that from January to April this year, the Ministry of Education has issued five special notices, which stipulate the management of mobile phones, sleep, reading materials, homework, and physical fitness of primary and secondary school students.

The "five management" is a specific starting point of the "double reduction" work, and is an important measure to promote the physical and mental health of students and solve the problems of the people's desperation and anxiety.

In June, the Office of the Education Supervision Committee of the State Council organized 16 inspection teams to supervise the implementation of the "Five Management" regulations in 30 provinces (regions, municipalities) and the Xinjiang Production and Construction Corps except Guangdong Province, which has the epidemic. check.

The inspection team adopted the “four no two direct” approach, inspected a total of 417 primary and secondary schools, 241 off-campus training institutions, interviewed more than 2,200 principals, teachers, parents, and students, and collected more than 45,000 questionnaires.

In terms of implementation progress, from field supervision and inspection, most provinces have vigorously promoted implementation by holding mobilization and deployment meetings, formulating work plans, and publicizing and interpreting documents in accordance with the requirements of "full coverage, step-by-step, supervision, and normalization". The requirements of the "Five Management" regulations are gradually being implemented, and initial results have been achieved.

——Mobile phone management: 97% of students said that the school managed to bring mobile phones into campus.

Most areas and schools adhere to the combination of decongestion and detailed management measures, and basically achieve effective management and control of students' mobile phones during the school period.

——Sleep management: In some areas, through the formulation of sleep management plans, signing of responsibility letters, etc., a joint home-school co-management is formed, which basically guarantees the sleep time of students.

——In terms of reading material management: 93% of students said that the school has established a selection and review system for extracurricular reading materials into campus.

Most areas are able to implement the regulations on the management of extracurricular reading materials and improve the school admission review mechanism, which basically blocked the entry of problematic reading materials into the school.

——In terms of homework management: schools and teachers pay more attention to homework quality, design differentiated homework, and strive to “enhance efficiency” while “controlling the amount”.

——In terms of physical fitness management: Most schools are able to offer physical education and health courses in strict accordance with the regulations, and have established a relatively complete physical fitness test and random test review system.

  There are three main problems.

First, the government's deployment and implementation are not in place.

In some places, the documents were simply copied and transferred without systematic and targeted publicity and interpretation of the policies.

Teachers, students and parents have a low awareness rate of the "Five Management". More than 40% of students and parents in individual provinces do not understand the key points of the "Five Management" regulations.

In some places, work is not advancing well, and many districts and schools in individual provinces plan to implement it until the beginning of the fall of September.

Some provinces have not established a departmental linkage mechanism, and the education department is still singing a "one-man show."

Second, the school's detailed implementation is not in place.

One is that mobile phone management is not strict.

In some schools, the mobile phone application system is not standardized enough, the implementation is mere formality, and the control is not strict.

Some schools have not set up mobile phone storage devices and clarified the person responsible for mobile phone management.

The second is that the sleep time is not up to standard.

The questionnaire shows that 38% of elementary and middle school students go to bed later than required, and 67% of elementary and middle school students sleep less than the standard.

The third is that the management of reading materials is not standardized.

The number of books, newspapers and magazines in some schools is insufficient, and does not meet the national standard for the provision of students.

A small number of schools have the problem of teachers compelling or disguisedly forcing students to purchase designated reading materials.

Fourth, the workload of homework is still heavy.

The questionnaire showed that 22% of primary and secondary school students reported that they had written homework, and 17% of primary and secondary school students had written homework exceeding the standard.

In some schools, teachers still use mobile phones to assign homework.

Some teachers have not fulfilled the responsibility of fully approving and fully reforming homework, and there are still some teachers' partial revisions, students' mutual revision and mutual revision, students' self-revision and self-revision, and parents' revision of homework.

Fifth, there are loopholes in physique management.

The questionnaire showed that 38% of schools did not implement the requirement of "no less than 2 vision screenings per semester", and 22% of primary and secondary school students reported that the number of hours of physical education and health courses did not meet the standard.

The problem of occupancy of physical education classes is prominent, especially in the third and third grades of junior high school.

Third, the home-school coordination is not in place.

There is widespread school "hot" phenomenon all over the country.

Although parents agree with the original intention of the "five management" policy, they are more worried about their children being left behind and losing at the starting line. In addition to school homework, many parents have to assign additional homework to their children. The result is that "the burden on teachers is reduced and the burden on parents is increased."

There are also parents who fail to fulfill their guardianship responsibility and transfer all the responsibility for managing their children to the school.

The next step mainly includes three aspects.

The first is to give feedback on the problem province by province.

The problems were sorted out to form a list of problems by provinces, and the provinces were formally fed back to the provinces in the name of the Office of the Education Supervision Committee of the State Council, and rectification requirements were put forward.

The second is to include normalized supervision.

Organize responsible supervision of primary and secondary schools to carry out regular supervision.

In the evaluation of the performance of the education responsibilities of the provincial people's government, the implementation of the "five management" is listed as the content of the evaluation.

The third is to supervise and guide the improvement of policies.

The focus is to guide local governments to further clarify the responsibilities of the government, schools, and parents, enhance the awareness of parent guardianship and education responsibilities, establish a home-school linkage mechanism, and form an atmosphere of co-management by the government, schools, and families.
