In an interview recorded for the TF1 channel, Emmanuel Macron set three conditions for a possible recognition of the new Afghan government composed by the Taliban.

He particularly insisted on the fact that the opening of the discussions was not worth recognition. 

Opening discussions with the Taliban does not imply subsequent recognition of their government, Emmanuel Macron said on TF1 on Sunday, laying down several conditions for possible recognition, including "respect for human rights" and "dignity. Afghan women ".

"We have operations to conduct, which are evacuations" and "those who have control of Kabul and the (Afghan) territory are the Taliban, so operationally, (...) we must have these discussions" but " this does not prejudge recognition, because we have set conditions, "said the head of state from Erbil in Iraq.

Three conditions for the recognition of the Afghan government

Emmanuel Macron cites three conditions in this recorded interview.

"The first thing is that the Taliban respect humanitarian law and the protection of all those who have the right to be protected by asylum," he said.

The second condition is "that they be very clear with regard to all terrorist movements" because "if they come to terms with the terrorist movements present in the region, obviously this will be unacceptable to all of us".

"The third thing is respect for human rights, for the values ​​that are ours, in particular respect for the dignity of Afghan women," he said.

Qatar's role in the negotiations

Asked about the likelihood that the Taliban will allow operations to continue after August 31, Emmanuel Macron was "cautious".

"I would not be final (...) because I want our operations to be successful," he explained.

"We have initiated a dialogue" which is being carried out "by several other countries allied with the Taliban", he said, stressing the "special role that Qatar has played for several months in these negotiations", and "therefore the objective is to obtain humanitarian evacuations of all women and men who are at risk."

"Will we get there? I can't guarantee that," he added.
