  Since 2018, Shandong has taken the lead in piloting a new professional title evaluation system for professional farmers in Dongying, and has cultivated a group of rural professionals with skills, market knowledge, management skills, and pioneering skills for the selection of rural revitalization.

In 2021, on the basis of the preliminary pilot work, Shandong will roll out this system to the whole province.

As of the end of 2020, Shandong has assessed 2,224 new professional farmers with professional titles, including 41 with senior professional titles, 626 with intermediate professional titles, and 1,557 with junior professional titles, providing talent support for rural revitalization.

  Like Pang Zenghua, 314 people in Dongying City have been awarded the title of new professional farmer.

  Based on the actual conditions of farmers, Dongying City has “tailored” the qualifications for application of titles to farmers who have low education but rich practical experience, little theoretical knowledge but strong practical ability.

The applicant must master certain modern agricultural technology, engage in or guide production and operation to a certain scale and benefit, and be able to lead a certain number of farmers to increase production and income.

In addition, Dongying City puts the conduct of the applicants in an important position for recommendation and evaluation. The applicants must love the countryside, abide by laws and regulations, have good professional ethics and social reputation, and must not violate the laws such as damage to the ecological environment, production and quality safety accidents.   During the pilot period, Dongying City first carried out the evaluation of primary and intermediate professional titles, named as Farmer Assistant Agronomist and Farmer Agronomist.

In 2019, the senior professional title evaluation was carried out again, and the name was Senior Agronomist.

For applicants who do have special expertise, strong demonstration and driving capabilities, and outstanding performance contributions, they are not subject to qualifications and other qualifications, and can directly apply for intermediate titles or directly apply for senior titles without the primary title.

Among the 137 applicants in 2019, 18 were directly awarded intermediate titles for outstanding performance contributions, and 11 were directly awarded senior titles.

The members of the evaluation committee shall be personnel who are familiar with the development of agriculture and rural economy and have a relatively high level of professional skills. Among them, the members who have obtained the senior professional title of agriculture shall not less than 1/2.

Pang Zenghua said, "The questions of the judges are very pragmatic, how to ensure wheat production, how to cultivate new varieties, how to coordinate production service areas and ecological agricultural tourism.   Xie Xiuhua, deputy director of Dongying Comprehensive Agricultural Service Center and senior agronomist, served as the judge for three consecutive years.

  In addition to interviews, Dongying has also established a recommendation review system suitable for the characteristics of agriculture and rural areas.

The local agricultural and rural departments set up a judging committee to promote the "industry evaluation" of the professional title and increase the recognition in the industry.

Expert judges are selected scientifically, and senior agricultural experts familiar with agriculture and rural economic and social development will serve as judges.

According to the needs of the work, the judging committee has set up multiple professional review groups to explore the use of diversified methods for review.

For example, the evaluation of intermediate professional titles adopts a combination of performance statement, interview defense and comprehensive evaluation, and the judges will ask what farmers do.

  "Professional farmers do not charge any fees for participating in the evaluation of professional titles. Moreover, individuals who have obtained primary, intermediate, and senior professional titles are given a one-off subsidy of 3,000 yuan, 5,000 yuan, and 8,000 yuan.
