The Ministry of Civil Affairs of China recently issued a notice requesting to further strengthen the registration and management of off-campus training institutions, adhere to the public welfare attributes of off-campus training institutions, and strictly prohibit training in disciplines in violation of regulations, and will no longer approve the three categories according to relevant requirements Off-campus training institutions.

  The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council have recently issued the "Opinions on Further Reducing the Burden of Students’ Homework and Off-campus Training in Compulsory Education" (hereinafter referred to as the "Opinions") in order to effectively improve the level of school education, continue to standardize off-campus training, and effectively reduce Students in the compulsory education stage are overloaded with homework and off-campus training.

  The Ministry of Civil Affairs of China stated in the notice that it is an important duty undertaken by the civil affairs department to complete the registration of discipline training institutions.

Local civil affairs departments must earnestly implement the "Opinions" that no longer approve new subject-based off-campus training institutions for students in compulsory education, off-campus training institutions for preschool children, and subject-based off-campus training institutions for ordinary high school students. Re-register the new above-mentioned training institutions; in accordance with the requirements of the "Opinions" on the pre-approval of non-disciplinary off-campus training institutions, the registration of non-disciplinary off-campus training institutions shall be done.

  The notice requires that local civil affairs departments should actively cooperate with education, market supervision and other departments, and steadily promote the registration of the existing compulsory education phase out-of-school training institutions as non-profit institutions in accordance with laws and regulations. The registration work after the filing system is converted to the approval system.

  The notice emphasized the need to further regulate the operation of off-campus training institutions.

Local civil affairs departments must cooperate with education and other departments to strictly review the regulations of various training institutions, adhere to the public welfare attributes of off-campus training institutions, and strictly prohibit training in disciplines in violation of regulations.

Strict management measures should be taken to strengthen annual inspections, financial spot checks, credit management and law enforcement supervision of off-campus training institutions, and conduct discipline-based training beyond the scope of business, violate financial management systems, internal management confusion, and embezzle the assets of private off-campus training institutions. The organization that organizes the registration and management of laws and regulations shall deal with it strictly and promptly in accordance with the law.

  The Ministry of Civil Affairs stated that reducing the burden of excessive homework and off-campus training for students in compulsory education is a systematic project that requires all departments to build on their own responsibilities and form a joint effort.

Local civil affairs departments will actively cooperate with other departments to perform related duties on the basis of completing the registration of discipline-related off-campus training institutions in accordance with laws and regulations.
