1. Xinhe Waste Incineration Power Generation Co., Ltd., Lingshi County, Jinzhong City, Shanxi Province

  According to the monitoring and dispatching platform of the Ministry of Ecology and Environment's key pollutant discharge units exceeding the standard, on April 5, 2021, the daily average carbon monoxide emission value of the incineration plant exceeded the standard by 0.015 times.

After verification, the incineration plant violated Article 6 of the "Regulations on Automatic Monitoring Data Management of Domestic Waste Incineration Power Plants" (Ministry of Ecology and Environment Order No. 10, referred to as "Administrative Regulations"), and was identified as "excessive pollutant discharge."

In accordance with the second paragraph of Article 99 of the Air Pollution Prevention and Control Law of the People's Republic of China, the Lingshi Branch of the Jinzhong City Ecological Environment Bureau imposed a fine of 100,000 yuan for its environmental violations.

2. Zhejiang Zhoushan Wangneng Environmental Protection Energy Co., Ltd.

  The Ministry of Ecology and Environment found during random inspections of the incineration plant that the incineration plant added garbage during the period when the temperature of the incinerator was lower than 850℃. Garbage).

This behavior violated Article 13 of the "Administrative Regulations" and was identified as "discharge of air pollutants by evading supervision."

Pursuant to the third item of Article 99 of the Law of the People’s Republic of China on the Prevention and Control of Air Pollution, the Zhoushan Municipal Bureau of Ecology and Environment imposed a fine of 290,000 yuan on the incineration plant.

3. Tai'an City, Shandong Province Ningyang Shengyun Environmental Protection Power Co., Ltd.

  According to the monitoring and dispatching platform of the Ministry of Ecology and Environment's key pollutant discharge units exceeding the standard, on May 24, 2021, the daily average value of sulfur dioxide emissions from the incineration plant exceeded the standard by 0.006 times.

After verification, the incineration plant violated Article 6 of the "Administrative Regulations" and was identified as "excessive discharge of pollutants."

According to the "Notice of the Shandong Provincial Department of Ecology and Environment on Regulating the "Impunity", "Light Penalty" and Other Related Matters for Ecological and Environmental Illegal Acts (Lu Huanfa [2020] No. 33), minor violations in the ecological environment field are not punished second. Item "Excessive emission of pollutants": "1. Pollutants are conventional pollutants; 2. Excess pollutants are a single factor; 3. Exceeding multiples of ≤0.1 times; 4. In the second quarter of 2021, the daily average compliance rate of five conventional pollutants in incinerators across the country is over 99%; the furnace temperature compliance rate (the average value does not exceed the standard within 5 minutes within a day not exceeding 5 times) is 100%.
