The lump sum payment must be made in September 2021, if this has not happened, it can be made later.

"From the amount of a lump sum payment, deductions based on executive documents, decisions of bodies carrying out pension provision, court decisions on the collection of pensions and other social payments due to abuses by a pensioner, established in court, are not made," says both documents.

“As a direct help, it is necessary to provide a one-time payment of ten thousand rubles to pensioners and thereby additionally support people who today are having a difficult psychological, material, and everyday life because of the burden associated with the epidemic,” Vladimir Putin said during speeches at the United Russia congress.

According to him, this category of citizens had a lot of unplanned expenses for medicines and protective equipment.

“I would like to emphasize that the payment in the amount of ten thousand rubles will be paid to all pensioners.

Both working and non-working, and military pensioners receiving pensions through the Ministry of Defense, the Ministry of Internal Affairs and through other departments.

It is necessary to organize such a payment as quickly as possible.

The main thing is that people themselves should be spared from the hassle, from collecting any kind of information.

I will ask the government and deputies from United Russia to make all the necessary technical and regulatory decisions for this, ”the president emphasized.

The head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, supported the president's actions on a one-time payment to pensioners.

"I strongly support any additional payments to pensioners, but it is necessary to continue the implementation of the issue of returning the indexation of pensions to working pensioners," the parliamentarian said in an interview with RT.
