August 21, 2021 "After only ten days from the start of the new school year, it is with bitterness and concern that the measures that could guarantee the reopening of schools in complete safety have not been adopted". 



This was stated by the president of the National Association of School Managers (Andis), Paolino Marotta.



"There are, however, other important issues to be urgently addressed in the procedures that schools must adopt to ascertain possession of the green certification and for the suspension of teachers without a green pass; the frequency of diagnostic swabs to staff in condition of fragility; the appointment of temporary alternates in the first four days of suspension from the service of the holder without a green pass and the operating difficulties of the hundreds of educational institutions assigned to the regency ". 



For Marotta, the "control of the green pass for all hours of operation is impractical: one cannot imagine that the staff delegated by the manager is every day at the entrances (and for several hours) to check the certification of hundreds of teachers and Ata staff. queuing to take on service. Nor can we think of further burdening school principals with privacy problems (in this regard, a package of temporary and sectoral regulations would be desirable) ".



And also the national president of the PNA, Antonello Giannelli affirms that: "Ten days before the start of the new school year, the orderly start of activities is jeopardized by problems to which an effective and univocal solution has not yet been provided. administration promptly provides clear answers that prevent schools and their managers from exposing themselves to difficulties that at the moment appear unmanageable and insurmountable as well as certain disputes ".



"The identification of solutions - continues Giannelli - cannot and must not be left to the free interpretation of schools and school managers: these are complex issues that must be addressed at national level". For the number one of the NPC "the most pressing questions, which to date remain without a satisfactory answer, concern: the daily control, through the app, of the possession of green certification by all workers with consequent organizational burden and despite the insufficient availability of human resources already simultaneously engaged in the performance of other tasks; the management, guaranteeing the right to study of pupils, of the replacement of personnel declared absent due to lack of green certification.



I remember - explains Giannelli - that on the one hand it is arranged that the assignment of substitute is given on the fifth day of absence of the owner also in the kindergarten and in the primary school and on the other hand, there is no certain information on the term of duration of the substitute contract due to the prerequisites of issuing the green certification ". 



And again:" the management of personnel with green certification expiring near the beginning of the school year ". Among the critical points is also the fact that "according to the note of the ministry of education n. 900 of August 18, 2021 and in contrast to what is reported in the memorandum of understanding of August 14, 2021, schools will use the resources to swab only staff "  fragile".



"What indication will school administrators have to follow, the one contained in the protocol or the one reported in the aforementioned note? If schools have to carry out a similar screening activity, who decides the frequency and recipients? In other words, the screening will be carried out on request of the employee or will the school manager, in agreement with the health authorities, determine the timing and possible beneficiaries? to a specific ordinance not yet issued? ".
