The draft consists of 26 articles, mainly to implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party and the requirements of the "Decision on Optimizing Fertility Policies to Promote Long-term Balanced Development of the Population". Restrictive measures such as social support payments and supporting measures for active childbirth support were revised. At the same time, the protection of the legal rights and interests of family planning families before the implementation of the comprehensive two-child policy was strengthened to ensure that relevant policies and measures were implemented as soon as possible.
