  In terms of deepening the governance of off-campus training institutions, one is to strictly review and approve entry, and no longer approve new subject training institutions for students in the compulsory education stage.

Re-examine and register existing discipline training institutions.

  The second is to strictly control the training time of disciplines and strictly implement the relevant provisions of the Juvenile Protection Law. Off-campus training institutions shall not occupy national statutory holidays, rest days and summer vacations to organize discipline training.

  The third is to standardize training service behaviors and improve the subject training management service platform to dynamically grasp the training content, training materials, teacher qualifications and other information of subject training.

It is strictly prohibited to exceed the standard and advance training, non-disciplinary training institutions are strictly prohibited to engage in subject training, and it is strictly prohibited to provide overseas education courses.

  The fourth is to strengthen the supervision of business activities, implement the requirement to include the fees for subject-based off-campus training in the compulsory education stage into the government-guided price management, scientifically and rationally determine the pricing method, clarify the charging standard, and resolutely curb excessively high fees and excessive profit-seeking behavior.

Fully implement the pre-charge management measures for off-campus training institutions for disciplines.

  Fifth, capitalization operations are strictly prohibited, the relevant requirements of the central government are strictly implemented, and discipline training institutions are not allowed to go public for financing.
