The authorities of a number of cities in the south of Russia announced the introduction of an emergency regime due to a possible worsening of weather conditions.

Due to a large amount of precipitation expected in the next day, an emergency regime was introduced in Anapa, on the territory of Temryuk and Slavyansky districts and part of the city of Novorossiysk.

On Friday night, heavy rain fell in the Krasnodar Territory, which provoked a number of flooding in Novorossiysk, Anapa, Slavyansky, Yeisk and Temryuk districts.

Livni also affected some other cities in the south of Russia.

In Kerch, on August 13, the evacuation of residents from flooded areas to a temporary accommodation center began.

As a result of the rise in the water level in the rivers due to heavy rains, the stadium, the wholesale and retail market and the fish cannery were flooded in Kerch, the press service of the city administration reported.

“The work of the interdepartmental operational headquarters has been launched in Kerch.

There are 26 temporary accommodation centers with a capacity of 8,410 people in readiness to receive the population, ”the message says.

The head of the department for civil defense and protection of the population of Anapa Sergey Semekov, in turn, said that the situation in the city is controlled, water has been pumped out from 37 courtyards, as well as from kindergartens No. 12 and 16. About 100 people and more than 25 were involved in eliminating the consequences of the disaster. units of equipment.

At the same time in Anapa, according to forecasts, on Friday a new salvo discharge of precipitation is possible - up to 50 mm, according to the city's website.

The mayor of the city, Vasily Shvets, instructed to prepare additional temporary accommodation centers in the villages of Vityazevo and Sukko and in the Vinogradnoye area in case people need to be evacuated.

The Novorossiysk administration also urged residents not to leave buildings and premises without the need, to restrict access to open lowland areas, beaches and movement by personal transport. 

“In the Novorossiysk region, heavy precipitation, heavy rainfall, increased wind are expected, a rise in the water level in rivers and flooding of low-lying areas is possible.

On the territory of the village of Yuzhnaya Ozereevka, a local emergency has been introduced ... In case of a significant deterioration in the forecast, the warning system will be activated, sirens will be turned on, ”the administration said.

In turn, the Sochi authorities have closed all the beaches for swimming.

The decision was made at a meeting of the city operational headquarters for the summer holiday season.

"At sea, the storm is 4 points, swimming is life-threatening," the city administration said.

Swimming is also prohibited on the beaches of Anapa, Novorossiysk, Temryuk, Slavyansky, Primorsko-Akhtarsky districts.

Signal flags were posted there, informing about the danger of being in the water, and umbrellas and sun loungers were removed from the beaches themselves.

The Ministry of Emergency Situations also reminded that storm warnings are in effect on the territory of the Krasnodar Territory, "associated with heavy precipitation, wind, rising river levels to dangerous phenomena, the formation of tornadoes over the sea, as well as a high fire hazard." 

The authorities of the region's municipalities have deployed 16 temporary accommodation centers with a capacity of about 1.5 thousand people.

In addition, more than 900 children have already been evacuated from four camps in the Krasnodar Territory.

They started talking at the beginning of the week that a very serious situation awaits the south of the European territory of Russia, Alexander Shuvalov, head of the Meteo forecast center, recalled in an interview with RT.

“Indeed, a very interesting subtropical storm has formed, which in its structure resembles a tropical cyclone.

Most often it is observed in the Mediterranean Sea, in the second half of summer, but now we record the appearance of such a mesocyclone in the Black Sea, ”he said.

In Priazovye, Yeisk, Temryuk, Kerch, as well as in Kamensk-Shakhtinsky of the Rostov region, there was "a significant amount of precipitation in a very short period of time."

“Now this mesocyclone is shifting to the east, therefore it covers both the western coast of the Sea of ​​Azov and the Krasnodar Territory.

A serious situation not only in Anapa, but partially in Novorossiysk, it is possible that in the afternoon very heavy rains will take place in Krasnodar itself.

Probably, heavy rains will also affect the Black Sea coast of the Caucasus for a day, maybe less than Sochi, but Anapa, Novorossiysk - yes, heavy rains will continue, ”he said.

Leading specialist of the Phobos weather center Yevgeny Tishkovets also called Anapa one of the most affected areas. 

“Just this morning, 110 mm of precipitation poured out, the rains continue, these are two monthly norms.

Up to 67.5 mm of precipitation is predicted tonight, and an additional 44 mm of precipitation tomorrow during the day.

And on Sunday another 13 mm of precipitation.

That is, in general, big water in such a situation will not go anywhere, flooding will continue.

And only with the onset of Monday, when the anticyclone comes in, will the weather clear up.

Then, at least in the first half of the week, it will be sunny, no precipitation, and the air will warm up to +27 ... + 32 degrees, ”he said.

The flood situation is also severe in several regions of the Far East.

The EMERCOM of Russia clarified that the floods in the Khabarovsk and Trans-Baikal Territories, the Amur and Jewish Autonomous Regions were recognized as a federal emergency.
