In February 2019, the administrative coordinator of the personal services of the Head of State, Dieudonné Lobo, was imprisoned for having issued without the advice of his superiors a " 

special warrant

 " to a Canadian company for studies of around ten. projects.

This is not an isolated fact.

Last January, a few names would have been fraudulently slipped into the presidential orders pardoning certain prisoners, confide relatives of the head of state.

The straw that broke the camel's back in recent days is a document widely shared on social networks.

Signed by a special advisor to the Congolese president, it gives a special mandate to the head of a private company to seek funding.

President's request to magistrates

Guylain Nyembo is also annoyed to see some advisers contact Felix Tshisekedi directly, without going through their direct boss.

In office for seven months, he recalls that he is the only one able to engage the cabinet vis-à-vis third parties, unless expressly delegated powers.

Everyone says they speak and act in the name of the head of state,

The situation is embarrassing.

Last month, the president even publicly called on magistrates to arrest those who try to influence them by pretending to act on his behalf.
