"Secretary of State Blinken has informed the Foreign Secretary of US plans to reduce the civilian presence in Kabul in light of the evolving security situation," the State Department's website said.
Blinken noted that the parties must maintain diplomatic security relations with the Afghan government.
The ministers also discussed the coronavirus pandemic.
Earlier, Russian Foreign Minister Sergei Lavrov commented on the situation in Afghanistan.
