Halmstad Municipality cannot prohibit the rental of electric scooters as these are counted as bicycles.

Therefore, Halmstad Municipality instead writes declarations of intent with the rental companies where the companies undertake to take responsibility for incorrectly parked electric bicycles being taken care of.

However, these statements of intent are not legally binding, but are really just a matter of goodwill for the landlords.
