Ningbo Zhoushan Port, which has the largest cargo throughput in the world, has a maintenance output value of approximately 40% of the country’s offshore vessel maintenance base, and the ocean fishery base in the forefront of the country’s ocean fishing catches and discharges... The rich marine resources are developed by the "Blue Zhejiang" Potential and advantages, but after the outbreak of the new crown pneumonia epidemic, it has also brought huge challenges and tests to the prevention and control of the epidemic in seaports.

How can the maritime provinces strictly observe the red line of "foreign defense input"?

How to maintain the balance between supporting economic and social development and effective epidemic prevention and control?

How to make articles with "people" at the core during the epidemic prevention process?

Recently, reporters from Xinhua Daily Telegraph visited ports and piers and piloted the front line to see how Zhejiang faces the prevention and control situation of the harbor with many points, long chains, wide coverage, and large volume. .

With many ships, many goods, and many people, the ocean province has withstood the test

Four ultra-large container ships berthed neatly, bridge cranes and container trucks were skillfully coordinated to carry out cargo handling in an orderly manner... As the core port area of Ningbo Zhoushan Port with the largest cargo throughput in the world, the Meishan Port District wharf has a busy operation scene.

Statistics from the Zhejiang Provincial Department of Transportation show that Ningbo Zhoushan Port completed a cargo throughput of 623 million tons in the first half of this year, a year-on-year increase of 9.5%; completed a container throughput of 16.07 million TEUs, a year-on-year increase of 21.3%. The main production indicators have achieved gratifying results.

"Not only is the seaport business busy, Zhejiang is also the country's largest ocean vessel maintenance base and offshore fishery base. Last year, the output value of ocean vessel maintenance accounted for about 40% of the country, and ocean fishing catches and unloaded nearly one million tons." Director Miao Yongsheng said, "It can be said that the characteristics of the Zhejiang Seaport are'a lot of ships, a lot of goods, and a lot of people.'"

A large number of international ships and cargoes have provided important support for smoothing international logistics channels, ensuring economic and social development and people's livelihood needs, but at the same time, they have also brought severe challenges to the barriers of securing "foreign defense import".

In March 2020, Ningbo Zhoushan Port detected the country's first case of a foreign ship arriving at the port. Seven foreign crew members tested positive for nucleic acid, and some crew members had severe symptoms.

For a time, the smooth and orderly epidemic prevention and control situation in the province became tense again, and people's eyes were focused on this special cargo ship.

"To be honest, we have no relevant handling experience to refer to." Recalling the situation at the time, Zhu Shanglong, the head of the safety and sanitation department of Ningbo Meidong Container Terminal Co., Ltd., said, "It is entirely dependent on a sense of responsibility for epidemic prevention and control and a scientific approach to viruses. On the basis of understanding, gradually find out the disposal plan."

Today, this set of continuously improved and optimized closed-loop disposal experience has been solidified into institutional experience.

With more than 400 international ships and more than 8,000 international crews in port in the province’s seaports, Zhejiang has dealt with more than 60 incidents of foreign ships arriving in Hong Kong, and properly treated more than 210 crew members involved in the epidemic. Related cases caused by the epidemic.

In addition to international shipping vessels, the maintenance business of offshore vessels with Zhoushan as the center of gravity, the unloading and unloading of ocean-going fishing vessels and the shift of crew also put considerable pressure on the prevention and control of the epidemic.

"Take the shift of crew as an example. Zhoushan has completed more than 43,000 shifts, accounting for about 15% of the country." Suo Xudong, a member of the Party Committee of the Zhoushan Port, Shipping and Port Administration, said. For a tourist city like Zhoushan, coordination The already tense hotel resource is not easy to be used as an isolation place. However, through the “quadruple approval” of port, customs, maritime, border inspection and special-shift transshipment systems, the local area has achieved “replacement as much as possible” at the same time. There was a case of ship-to-shore cross infection.

Effective prevention and control, grasping the four keys of the whole chain

"Foreign epidemics have not been effectively controlled, and the string of epidemic prevention in seaports must be kept tight." Miao Yongsheng, director of the Port and Shipping Division of the Zhejiang Provincial Department of Transportation, believes that the current prevention and control results cannot be achieved without seizing the border and moving forward and joint defense. The four keys of joint control, digital empowerment, and closed-loop control.

In the process of epidemic prevention and control, the "health code" played an important role at the beginning of the domestic epidemic, and foreign cargo ships berthing at Zhejiang ports also have an exclusive "international ship health code."

"According to the information such as the crew shift situation, the port of call, and the health status of the crew, foreign ships use the red, yellow, and green three-color health codes, and formulate targeted pilotage and docking plans to achieve classified management and hierarchical prevention and control." Zhejiang Seaport Said Song Dianrui, senior director of the production safety department of Ningbo Zhoushan Port Group.

At the same time, all ships arriving in Hong Kong must declare the crew’s health information in advance. Those with overseas shift experience within 14 days should provide relevant itinerary information, as well as the nucleic acid test report conducted by the designated institution of the Chinese embassy or consulate abroad.

"Through international remote prevention and control, a pre-research and pre-judgment'beacon tower' has been built, thus realizing early tracking and early preparation." Miao Yongsheng said.

Port production operations involve multiple departments, and effective coordination and joint prevention and control directly affect the efficiency and effectiveness of epidemic prevention and control.

Zhejiang has established corresponding special class mechanisms from the provincial level to coastal cities and districts and counties to integrate the forces of sea-related, port-related, epidemic-related, and foreign-related departments to achieve comprehensive consultation, rapid linkage, and information sharing.

In the command hall of the Zhoushan Comprehensive Treatment Center, multiple channels of video return the real-time conditions of key areas such as fishing ports and ship repair yards. The on-site staff can clearly see the on-site conditions by switching the screens.

Yu Shaohua, director of the Jianghai Intermodal Transport Coordination Office of Zhoushan Port, Shipping and Port Administration, introduced that the video surveillance platform was launched in December last year. The currently connected 908 videos cover areas such as ship landings, open docks, and isolation points. The staff can check whether the masks of the workers are in place and whether the workers enter and exit the restricted area through high-definition monitoring.

"Although the platform requires personnel to be on duty 24 hours a day, digital empowerment of epidemic prevention and control has undoubtedly greatly improved the supervision and management capabilities of key areas and reduced the risk of personnel on-site inspections." Yu Shaohua said.

Recently, imported epidemics have occurred successively in transportation hubs such as some domestic sea ports and international airports, exposing shortcomings in epidemic prevention and control.

The industry believes that the closed-loop control of key populations should be further strengthened to cut off the possible spread of the epidemic.

"All crews in foreign shifts, pilots, strapping and other positions have implemented special vehicle transfers, centralized isolation, and regular inspections and observations. At the same time, we regulate the elimination of transportation vehicles and personnel channels to prevent the spread of the epidemic caused by subjective negligence. "Miao Yongsheng said.

"Strength" and "temperature", adversity highlights responsibility

It has been nearly two years since the departure from Zhoushan Huiqun Wharf. This time, Zou Haiguang, the captain of the Runda 618 fishing boat, led 28 crew members to Peru and Argentina to catch squid, and the harvest was full.

The fishing boat slowly moved closer to the shore. He and his crew stood on the side of the ship and looked eagerly to the land.

Despite the eagerness to return home, Zou Haiguang and the crew must strictly abide by the relevant anti-epidemic procedures: store luggage uniformly for spraying and disinfection, register health information one by one, and complete border inspection and customs inspection through a dedicated channel... After completing the above procedures , Take a special bus to the designated isolation point for medical observation.

"The crew of ocean fishing boats work very hard. They cannot go home immediately because of epidemic prevention needs after returning home. Therefore, it is very important to care for them." Zhang Hongbin, director of the Ocean and Fishery Bureau of Zhoushan City Ocean and Fishery Bureau, said, "In the isolation point. , The working group carried out psychological counseling and caring activities for the crew in a timely manner to stabilize the mood of the crew."

Workers are repairing a 200,000-ton bulk carrier in the dock of the Wanbang Shipbuilding Industry (Zhoushan) Co., Ltd.

Normally, it takes about 20 days to carry out routine repairs such as rust removal and painting, during which all the foreign crew members live on the ship.

"On the one hand, we strictly control the workers on board, prohibit entering the crew’s living quarters, and increase the frequency of nucleic acid testing on the basis of vaccinations. Proper disposal in principle.” said Wang Hailing, Chief Executive Officer of IMC Shipping.

Once, a Russian crew member was confirmed to be positive in a nucleic acid test. According to the relevant treatment procedures, he entered a designated medical institution for treatment.

Relevant functional departments and shipyard companies cooperated in an orderly manner, which made him feel the warmth from a foreign country while actively helping the treatment.

After healed, the crew repeatedly admired China's humanitarian rescue and emergency response mechanism.

In the face of the complex and ever-changing situation of epidemic prevention and control, grassroots workers in key positions such as pilotage know how difficult it is to advance, especially party members who charge ahead, and their pioneering demonstration and responsibility have been fully embodied in the front line of epidemic prevention.

“After the first exceptional round of epidemic-related incidents occurred in March last year, we immediately set up a special pilot class to be responsible for leading medium and high-risk cargo ships.” said Bao Fengjun, general manager of Ningbo Dagang Pilotage Co., Ltd., “this position faces a very high level. Although the voluntary registration method is adopted, the total number of party members signing up, plus other pilots who are actively signing up, exceeds the planned 50."

Pilot No. 71 at Ningbo Zhoushan Port, Li Liang, is one of the members of the front line of epidemic prevention known as the "National Gate of the Sea". The work in the open sea is like the "eyes" and "ears" of ships entering and leaving the port."

In summer, the temperature on the ship's deck can be as high as sixty or seventy degrees Celsius. In addition to the need for epidemic prevention, you must wear protective clothing, goggles, masks, shoe covers and other full-body equipment.

Li Liang said: “Sometimes it even takes more than ten hours to pilot a dangerous chemical ship from a foreign anchorage. In order to ensure effective protection, it is necessary to reduce drinking water and eating.”

Since the outbreak of the epidemic, more than 150 pilots from Ningbo Pilot Station have formed more than 48 special pilot shifts in shifts, with a total of more than 2,200 people and more than 19,000 pilot ships.

Stairway control, cargo elimination, nucleic acid testing, waste disposal... In more positions, countless front-line workers use their perseverance and dedication to work together to weave this maritime prevention and control network densely.
