DRC: a new reintegration program for ex-combatants will emerge

The DDR system (disarmament, demobilization and reintegration), long considered one of the weak links in the strategy to fight armed groups in the East, will undergo a change of direction.

A new program is now created.

It takes the name of the Disarmament, Demobilization, Community Recovery Program (P-DDRCS), and replaces all previous initiatives.

It will also support ongoing military operations.

Among the conditions set by the various donors and the main partners to finance the DDR program, there was the presentation of a credible and clearly defined strategy. 

New presidential ordinances have been signed, a new structure has been created and its main leaders appointed. 

To mark the difference with previous initiatives, the ordinance creating the P-DDRCS specifies that the reintegration of ex-combatants will take place within the communities and not within the armed forces as was the case until then. 

The program places particular emphasis on stabilization and conflict prevention, prioritizing economic development and long-term security. 

A project under development will first focus on the two provinces placed under a state of siege for two months, North Kivu and Ituri, before expanding to the others.

The United Nations Joint Office for Human Rights welcomes progress, but specifies that we must not only deal with combatants and their integration.

He underlines the importance of developing mechanisms to support victims and communities, with an emphasis on justice.
