The federal and state governments want to decide on Tuesday to split the financial burden as a result of the flood disaster in half.

This should apply to both immediate and reconstruction aid.

The federal government wants to "initially" contribute to the approved emergency aid from the federal states with a contribution of 400 million euros.

This emerges from a draft resolution available to the FAZ for the meeting of the Prime Ministers with Chancellor Angela Merkel (CDU) on tomorrow, Tuesday.

"There is no provision for a cap on the total," it says.

For the reconstruction in the affected regions in North Rhine-Westphalia and Rhineland-Palatinate, a fund “Development Aid 2021” is to be set up as a special federal fund. The draft resolution does not yet state what amount is earmarked for this. The reconstruction measures of the federal states have not yet been quantified either. In the draft it says only "X billion euros". The participation of the entirety of the states is to take place via an "adjustment of the vertical distribution of sales tax revenue over 20 years". The Federal Cabinet wants to pass the necessary legal regulations on financial aid on August 18th.

Regulations and administrative agreements are to be drawn up "immediately" because of the urgently required remedial action. To make things faster, an exception should be made to the principle of prior approval of measures. According to the draft resolution, the federal government wants to waive the reimbursement of costs incurred through the use of federal forces.

The federal and state governments have also decided to adopt measures to improve the decentralized warning of the population in the event of a disaster at the Prime Minister's Conference (MPK) on Tuesday.

According to the draft resolution, this includes in particular the federal siren funding program.

A total of up to 88 million euros are to be made available to the federal states for this by 2023.

A bill is currently being drawn up by the federal government for a cell broadcasting system with which warnings are to be distributed via text messages via mobile phones.

Laschet expects costs of up to 30 billion euros

In North Rhine-Westphalia alone, the July flood in North Rhine-Westphalia caused property damage amounting to 13 billion euros.

That said the North Rhine-Westphalian Prime Minister and Union Chancellor candidate Armin Laschet in a special session of the state parliament in Düsseldorf.

In Rhineland-Palatinate, at least the same amount is expected again, according to Laschet.

For this reason, between 20 and 30 billion euros would be required for the federal and state rebuilding funds.
