Alioune Tine, the independent expert on the human rights situation in Mali, has just completed his sixth official visit to the country which took place between July 25 and August 5.

Friday, August 6, he said he was deeply concerned about the failures calling into question the protection of populations.

He urges the Malian state to end impunity.

Its situation report will be presented in March 2022 to the United Nations Human Rights Council.

In a jovial mood and dressed in a white boubou, it is accompanied by the director of the human rights section of Minusma, the UN Mission in Mali that Alioune Tine must take stock of his 11 days of visit in the country.

In a few seconds, his gaze darkens and it is with a serious look that he begins to read his summary note: "

 We are faced with a weakened and powerless state which finds it difficult to protect civilians in the face. to armed groups swarming across the country. 

"

In his words, the numerous human rights violations threaten the survival of the state. Over the last three months at least 43 extrajudicial executions perpetrated by the security forces have been recorded. Those committed by armed groups and community militias numbered 258 in six months. Worse still are the

kidnapping

figures

 : 435 were documented from January to June, 5 times more than for the whole of 2019.

The fate of former President Bah N'Daw and his Prime Minister Moctar Ouane, considered

illegal detentions,

also mentioned: “

 This must absolutely change.

It takes a national leap and an unwavering will from the Malian authorities with the active support of their partners to restore the authority of the State and ensure the protection of civilian populations.

 "

In response, the authorities pledged to take measures to address these shortcomings.

The main remedy is the execution of the new government action plan voted on last Monday.
