According to the agreement, a leading group for joint prevention, control, and governance of the "Three Rivers" basin with the Qinghai-Tibet, Sichuan, Yunnan and Five Prefectures (Cities) Ecological Environment Bureau as its member units will be established to establish a unified environment based on unified joint command as the main line and unified information sharing. A working mechanism with supervision as the focus, unified emergency early warning and unified joint law enforcement as the means.
To this end, the eco-environmental protection departments of the five states (cities) of Qinghai-Tibet, Sichuan-Yunnan and Yunnan in the "Three Rivers" basin will alternately hold joint meetings to jointly study and solve major problems in the joint prevention and control of ecological environmental protection in the basin, and share key districts, cities, industries, and pollution source remediation. Plan; establish a cross-basin ecological and environmental accident consultation mechanism, make overall analysis and research on the new situation, new situation, and new orientation of ecological environmental protection work, prevent and coordinate the resolution of important problems in the river basin, so as to form a "common prevention, common governance, common protection, common Good cooperation mechanism of “building and sharing”.
This joint meeting was held on the basis of the first cross-basin ecological environmental protection meeting of five cities (prefectures) in neighboring provinces of Tibet, Sichuan, Yunnan and Qinghai, held in Qamdo, Tibet in October 2020. The joint meeting also discussed and decided on the organizer of the next “Three Rivers” of the Yangtze, Yellow, and Lancang Rivers, the Yunnan Diqing Tibetan Autonomous Prefecture, the organizer of the next joint conference on ecological environment protection across the five states (cities) of the Qinghai-Tibet Sichuan-Dunnan five states (cities).
