According to him, the Russians may face a situation where the employees of public utilities come without warning to check the meters in the living quarters.

“If we are talking about checking various metering devices, as well as their readings, then according to the current legislation, the consumer must be warned no later than 14 days before the date of the check, indicating the estimated dates and times,” Mironov said in an interview with the Prime agency.

The lawyer noted that a citizen may disagree with the proposed date and offer a convenient time for him to visit. 

Mironov clarified that utilities have the right to be admitted to the subscriber's living quarters at a pre-agreed time.

The frequency of inspections of the “safety of the housing stock” cannot exceed once every three months.

“If it was not possible to agree on the date of the visit, and they came to your apartment with a check, and you didn’t let the inspectors in, then most likely they won’t take it by storm, but they will draw up an act and go to court, which with a high degree of probability will take a position in their favor and will oblige them to enter the apartment, ”the expert summed up.

Mironov urged to look for a "reasonable compromise" in this situation.
