The official added that the White House is not ready to immediately lift travel restrictions due to the high incidence of COVID-19 and the spread of the highly contagious delta strain.

The official said the Biden administration has interagency working groups "to set up a new system that will be ready when we can resume travel," adding that it includes "a phased approach over time, with limited exceptions, where foreigners coming to the United States have to get two doses." Reuters published a report last month that the White House was considering requiring foreign visitors to already have the vaccine, as part of discussions about how to ease current restrictions on travel to combat the pandemic.
