  Many airports, ports, and designated hospitals in China have recently seen cases related to overseas imports, which have caused a certain extent of spread.

As of 9:00 on August 4, 17 provinces have reported existing local confirmed cases or asymptomatic infections, and there are 144 medium- and high-risk areas in the country, the most since normalized prevention and control.

  The Joint Prevention and Control Mechanism of the State Council of China held a press conference on the 4th. Heads from the Ministry of Transport, Civil Aviation Administration, National Immigration Administration and other relevant departments, focused on the current key areas such as loophole prevention, import prevention, and non-proliferation, and clarified further strengthening. The focus of the epidemic prevention and control work.

  The Nanjing epidemic started at Lukou International Airport, exposing loopholes in the airport's epidemic prevention measures.

Filling up loopholes in a timely manner and preventing similar situations from recurring is an urgent task for epidemic prevention and control.

  Han Guangzu, deputy director of the Flight Standards Department of the Civil Aviation Administration of China, pointed out that there are many reasons for the clustered epidemic at Nanjing Lukou Airport, including the inadequate implementation of the prevention and control system, and the long-term smooth operation that has caused the airport employees to become lax and paralyzed, and The outsourcing of airport cleaning services did not strictly implement the responsibilities of epidemic prevention and control.

  Han Guangzu said that in response to these weak links, the Civil Aviation Administration has strengthened the supervision and guidance of airports, increased inspections, and further strengthened the training of front-line staff, and promoted all airports to carry out special training on epidemic prevention and control knowledge for all employees.

Front-line staff engaged in international business require nucleic acid testing on alternate days, which will be arranged in turn according to the situation; other service guarantee personnel must perform testing twice a week, with an interval of more than two days each time.

  "In this Nanjing epidemic, the risks of third-party outsourcing personnel management and epidemic prevention and control have been highlighted." Han Guangzu also mentioned that the Civil Aviation Administration has recently issued relevant guidance and put forward more stringent requirements for such personnel.

  He further pointed out that the Civil Aviation Administration will continue to optimize prevention and control measures based on the epidemic situation and the characteristics of virus mutations, and timely revise relevant epidemic prevention and control technical guidelines; and strengthen the supervision and inspection of the implementation of various epidemic prevention and control policies, and check the loopholes and weaknesses found. Establish rectification and reform in the links, and implement the work responsibilities layer by layer.

  Anti-input: non-essential, non-emergency, not to issue entry documents temporarily

  The current global situation of the new crown pneumonia epidemic is still severe and complicated. Affected by mutant strains, the pressure on China's "foreign defense import" continues to increase, and related work urgently needs to be further strengthened.

  In terms of transportation, Li Huaqiang, deputy director of the Department of Transportation Services of the Ministry of Transport, mentioned that the Ministry, together with the General Administration of Customs and the National Immigration Administration, strictly implement port circuit breakers.

"As of yesterday (August 3), 4 circuit breakers have been implemented, and a total of 18 shipping companies and 438 ships' foreign crew members have been suspended from changing shifts at ports within our borders."

  In terms of entry and exit management, Liu Haitao, Director of the Border Inspection Management Department of the National Immigration Administration, talked about measures to further tighten port border management: at air ports, special inspections of overseas flights, strict entry and exit inspections for entry and exit personnel, and strict import and export port management Inspection and management of district personnel;

  At sea ports, strict management measures for ships and personnel on international voyages, and implementation of non-essential management measures such as no landing, no boarding, and no docking;

  At land ports, we strictly implement the policy of "passenger-passenger", implement strict entry and exit management and epidemic prevention management measures, maintain the highest level of prevention and control on the front line of the border, strictly inspect and control, and strictly control the border gates.

  Liu Haitao also pointed out that it is necessary to strictly examine and approve the issuance of entry and exit documents for citizens, and for non-essential and non-emergency reasons, entry and exit documents such as ordinary passports will not be issued temporarily.

  Non-proliferation: Imported cold chain foods that cannot be supplied are not allowed to be transported

  As an important place for the flow of people and logistics, transportation depots and means of transportation have always been an important link in preventing the spread of the epidemic.

To prevent the current epidemic from spreading further, China still needs to continue its efforts in prevention and control measures in relevant gathering places.

  In this regard, Li Huaqiang said that the Ministry of Transport has instructed the affected areas to promptly close road passenger transport services in and out of the counties and districts where the medium- and high-risk areas are located, and suspend the cross-city bus, taxi, and ride-hailing services in the cities where the medium- and high-risk areas are located.

For bus and rail transit lines passing through medium- and high-risk areas, stop-stop and cross-station operation will be implemented.

  He also revealed that the Ministry organized local transportation authorities to increase supervision and inspection through various forms, and urge transportation operators to further implement prevention and control measures such as disinfection, ventilation, transportation organization, and personnel protection of passenger terminals and vehicles. Strictly do a good job in the elimination of freight yards, vehicles, and loading and unloading tools, as well as the information registration of vehicles and personnel entering and leaving the yard.

  "It needs to be particularly emphasized that transport operators engaged in imported cold chain logistics are not allowed to carry imported cold chain food that cannot provide a source of purchase." Li Huaqiang said.
