Mohammed bin Rashid issues a decree regulating the use of 3D printing technology in construction work in Dubai

In the context of strengthening Dubai’s position as a leading center in the region and the world in the field of 3D printing, and in what contributes to advancing the economy in the emirate and enhancing its global competitiveness, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, may God protect him, issued In his capacity as Ruler of the Emirate of Dubai, Decree No. (24) of 2021 regulating the use of 3D printing technology in construction works in the Emirate of Dubai, provided that the Dubai Municipality is the entity concerned with achieving the objectives of this decree in accordance with the powers and tasks assigned to it in the text of the decree, and that With the aim of regulating the use of 3D printing technology in construction works throughout the emirate, and gradually increasing the percentage of buildings that are implemented using 3D printing technology in Dubai, and achieving a percentage of no less than (25%) of the total buildings whose construction will start after the date of enforcement of the provisions of this decree by 2030.



Decree No. (24) of 2021 aims to make Dubai a leading center in the region and the world in the use of 3D printing technology, reducing costs and reducing construction time, thus contributing to advancing the economy in the emirate, enhancing its global competitiveness, and maintaining The environment, by reducing the percentage of waste resulting from construction work, in addition to creating a stimulating environment to encourage construction work using 3D printing technology, and attracting leading companies in this field.



Municipal functions


The decree defines the competencies of Dubai Municipality, the most important of which are: establishing and implementing an integrated system for planning, designing and implementing construction works, structures and cosmetic models in the emirate using 3D printing technology, ensuring the use of this technology in construction work in accordance with approved engineering standards and specifications, and developing programs and executive regulations necessary for this purpose.



The municipality is also responsible for qualifying, registering and classifying engineers and contractors working with 3D printing technology, laying the foundations, standards and requirements for this, and determining tests for raw materials, industrial additives and mixtures used in construction work using 3D printing technology, as well as tests for the structural elements of buildings that are implemented using these 3D printing technology. In accordance with the regulations, building codes, stipulations, specifications and standards approved in this regard, establishing a database for construction works carried out in the Emirate of Dubai using 3D printing technology, providing the information and data necessary to set technical specifications and standards for the development of 3D printing technology, in addition to conducting studies and technical experiments For the purpose of developing this technology, cooperating with research, scientific and engineering bodies specialized in this field, and setting plans to ensure the realization of the emirate’s strategy aimed atTo the use of 3D printing technology in the design and implementation of construction works, and the preparation of indicative models for contracts for 3D printing technology, which include general terms and conditions related to the use of this technology in the design and implementation of construction work, and entering into partnerships with international institutions and expert houses specialized in this field. For the purpose of promoting the use of this technology in the emirate and making optimum use of it, in addition to any other tasks or powers that are necessary to achieve the objectives of this decree, they are assigned to it by the Executive Council of the Emirate of Dubai.



Incentives and Facilities


Decree No. (24) of 2021 specified that Dubai Municipality coordinate with all relevant governmental and non-governmental agencies, to provide support, incentives, facilities and benefits necessary to encourage investors, real estate developers, owners, contractors and engineers to use 3D printing technology in the Emirate of Dubai, to implement 3D construction works in the Emirate of Dubai. The municipality shall prepare a list of the incentives, facilities


and benefits that will be provided by various governmental and non-governmental agencies, and submit it to the Executive Council of the Emirate of Dubai for approval, and follow up its implementation in coordination with the competent authority that includes the municipality and the authorities supervising the special development zones, and the Dubai International Financial Center, including the Dubai International Financial Center. And any other entity legally competent to issue building permits and supervise construction work in the Emirate of Dubai.



Using 3D printing technology


In the context of regulating the use of 3D printing technology in construction works, the decree has prohibited any person from engaging in any activity related to construction work using 3D printing technology in the emirate or promoting himself in this way, except after obtaining a prior permit from the municipality, categorizing and registering him with it in The register, and this permit is issued and the classification and registration process is carried out in the register in accordance with the terms, requirements and procedures to be determined by a decision issued by the Director General of Dubai Municipality in this regard.



The provisions of this decree apply despite what is stated in any other legislation, so that no party in the emirate, including the authorities supervising special development zones, free zones and the Dubai International Financial Center, may grant a commercial license to engage in construction contracting activity using 3D printing technology. Before the license applicant obtains a permit for this from the Dubai Municipality, classifies it and registers it in the register in the manner referred to in the decree. Also, it is not permissible for any main building contractor to carry out construction works using 3D printing technology except through a contractor classified on the activity of building contracting using 3D printing technology, unless the main contractor is licensed to practice this activity and is classified in it as a main specialty.



The provisions of Decree No. (24) of 2021 apply to all construction works that are implemented in the Emirate of Dubai using 3D printing technology, and to all persons working in this field in the emirate, including special development zones, free zones, and the Dubai International Financial Centre.



The provisions of this decree do not prejudice the competencies and powers entrusted to the authorities supervising special development zones and free zones, including the Dubai International Financial Center, in assuming the tasks of auditing and approving engineering plans and designs for construction works that are implemented using 3D printing technology, and supervising and controlling them within the boundaries of the areas under supervision. In assuming these functions, those authorities shall observe the provisions stipulated in this Decree.



The decree also obligated the authorities supervising special development zones and free zones, including the Dubai International Financial Center, to contribute to achieving the objectives of this decree, in particular


the specific goal of gradually raising the percentage of buildings that are implemented using 3D printing technology in the emirate, and achieving a percentage of no Less than (25%) of the total buildings whose construction will start after the effective date of the provisions of this decree by 2030. This is in the areas under its supervision.



The provisions stipulated in the legislation regulating construction works in force with the competent authority shall be applied to the extent that they do not conflict with the provisions of this decree. The Director General of Dubai Municipality shall issue the necessary decisions to implement the provisions of this Decree, and any provision in any other legislation shall be repealed to the extent that it contradicts its provisions.



Decree No. (24) of 2021 shall come into force from the date of its issuance, and shall be published in the Official Gazette.
