According to Ukrainian media reports, the man was detained at about 11:20 am.

Presumably, the attacker was Vladimir Prokhnich, born in 1978, a veteran of the military operation in Donbass, a former member of the Aydar volunteer battalion, a sapper.

Currently, Prokhnich is engaged in business in the city of Irpen, Kiev region, his activity is related to car repair.

“In 2015, Poroshenko awarded him the Order of Courage, third degree.

He served in the Happiness of the Luhansk region, "- says the material of the Internet edition" Strana.ua ".

The detainee faces up to 15 years in prison

After the end of the police operation, a briefing was held for the journalists, at which the head of the Kiev National Police Igor Klimenko and the detainee's comrade Vasily Oleksyuk spoke.

It was he who negotiated, persuading the attacker to surrender.

“This is a person who has a very strong spirit and a keen sense of justice.

Considering his injuries, his standard of living, everyday life - perhaps this prompted him to violate the law, ”the UNIAN portal quotes him.

According to him, the detained man works at a service station, and left military service several years ago.

In turn, Igor Klimenko noted that Oleksyuk "found the words that the criminal heard and surrendered."

At the same time, he confirmed that the detainee had a combat grenade with him.

The head of the Kiev National Police added that Prokhnich did not tell law enforcement officers the motive for his act and did not express any demands, only argued that he was fed up with everything.

According to Klimenko, a criminal case has been opened on the fact of the incident under four articles, including for the taking of hostages.

The detainee faces up to 15 years in prison.

“The situation is non-standard, because it was a member of the ATO who went through the fighting, who was wounded twice, including having a head injury, and committed this crime, because that was his life circumstances,” he quotes the chapter National Police of Ukraine TV channel "Nash".

The press service of the Kiev city prosecutor's office reported that a 43-year-old former serviceman took two people hostage and threatened to blow himself up with a grenade.

He was detained after short negotiations, no one was injured as a result of the incident.

“Law enforcers establish the circumstances and motives for the commission of the crime,” the message says.

At the same time, the press secretary of the department, Nadezhda Maksimets, said on her Facebook page that, in general, the motive for the seizure of the Cabinet was the man's dissatisfaction with the work of the Ukrainian government and the inadequate financial support of the former military.

In addition, the Minister of Internal Affairs of Ukraine Denis Monastyrsky said that the detainee would undergo a psychiatric examination.

“In the course of the investigation, it will become clear what exactly prompted the veteran of the war with the Russian Federation, a sapper by profession, to pick up a grenade and go to the government building,” he wrote on Facebook.

Monastyrsky also expressed gratitude to Oleksyuk, who "convinced his friend to lay down his arms."

"Prokhnich is in an unstable psycho-emotional state"

An RT source in the National Police also said that Vladimir Prokhnich, who was a sapper in the Aydar battalion, was concussed, and recently has been living in Irpen near Kiev, was detained.

“After returning from the front, he did not receive the proper psychological assistance, and his financial condition leaves much to be desired - poverty, lack of his own housing, while tariffs for utilities and food prices are growing.

All this together provoked his inappropriate behavior and led to an attempt to seize the building with a combat grenade in his hands.

Prokhnich is in an unstable psycho-emotional state, and, by the way, he apologized for his behavior.

I think that he will have to undergo a psychiatric examination, ”the source said.

The representative of the Servant of the People party recalled that tens of thousands of people live in Ukraine who returned from the war zone in Donbass, but did not undergo rehabilitation.

According to him, the number of crimes committed by such people will grow.

"The economic situation in the country is deteriorating: food is becoming more expensive, gas prices are already such that people are ready to turn on heating only in severe frosts, and now they are still forced to sit in the dark because of the high cost of electricity," added the interlocutor of RT.

A RT source at the Ministry of Defense of Ukraine indicated that the country's leadership has not created an effective system for the rehabilitation of former military personnel.

“It is difficult for an untrained psyche to cope with this, many people just go crazy.

Look, atoshniks are already involved in any scandalous incident.

Volunteers are now more involved in this problem, while government programs hardly work.

And the longer the hostilities last, the more inadequate people on the streets of Ukrainian cities, and even with weapons, ”he said.

The interlocutor in the Batkivshchyna party also pointed to the inability of some veterans of military operations in Ukraine to return to normal life.

“They are not adapted to a peaceful life, they cannot find work, friends, many families break up.

And the state does not react to this in any way.

What will happen to the country in 5-10 years?

I’m even scared to think about it.

And the government and the president turn a blind eye to this, "- explained the RT source.
