People of determination in the Gaza Strip suffer a catastrophic humanitarian situation, as a result of the deterioration of their economic and living conditions, due to the closure of the Gaza crossings and the tightening of the siege, in addition to preventing the entry of necessary supplies for patients, especially people of determination, since the end of the last Israeli war against the besieged Gaza Strip.

The closure of the Gaza Strip border crossings has impeded the travel of sick cases of people of determination, whose treatment is not available in Gaza hospitals, and who need to receive treatment abroad, including those who receive medical referrals and have prior appointments in hospitals outside the borders of the Strip.

The people of determination in Gaza, numbering 128 thousand people, one fifth of them are children, are neglected and marginalized by government agencies, as no special care and support programs are allocated to them, which exacerbates their severe suffering.

Aggravating tragedies

The young man, Arab Dola, a father of one girl, from the Shati refugee camp, west of Gaza City, has a complete quadriplegic paralysis and is unable to move even the fingers of his hand. As a result of his severe difficulty breathing and speech, and infection of his body organs with fungi and ulcers due to his absolute inability to move.

Arab’s tragedy is exacerbated by his urgent need to undergo a spinal cord transplant surgery, outside Gaza hospitals, so that he can lead his life normally, after he stopped moving since 2013, as a result of his spinal cord laceration, as a result of a serious injury while working in the construction profession. However, he is still deprived of his right to treatment, as a result of the tightening of the siege policy, and he does not have the costs of the expensive operation.

In addition to the record of the tragedies of the young Arab, his wheelchair, which he relies on to move from one place to another to meet his necessary needs, and go to hospitals and medical clinics to receive the required treatment, is added to the record of the tragedies of the young Arab.

Arab Doula said in an exclusive interview with Emirates Today: “The parts of the wheelchair have become dilapidated, and I do not have a source of income at all to get another expensive wheelchair, or to buy financially cumbersome spare parts, which are difficult to find, as a result of the occupation’s prevention of entry. Medical supplies through the Karm Abu Salem crossing in the south of the besieged Gaza Strip, which he completely controls.

He added, "Health institutions and relevant government agencies, including the ministries of health, development, social affairs and labor, do not look at my suffering and the tragedies of people of determination, out of care and attention, and do not provide us with the necessary and appropriate services and facilities for our deteriorating health conditions."

Palestinian official data indicate that (90%) of people of determination in the Gaza Strip are unemployed and face great difficulties in securing their essential needs.

These facts are contradicted by what is stipulated in Palestinian Law No. (1999/4), which guarantees people of determination the provision of vocational training, rehabilitation and employment opportunities. Article 10 obliges governmental and non-governmental institutions to absorb no less than (5%) of people of determination between the number of its employees, while making the workplaces suitable for their use.

Heba Abu Jazar, a girl with a hearing disability, says, through her own translator: "All the opportunities available in Palestinian institutions in the Gaza Strip do not rise to the level of caring for the deaf and dumb and people of determination, and achieving what they aspire to."

The 28-year-old girl, Abu Jazar, continues in the reference dialogue: "The failure to enable people of determination to integrate into society, and to deprive them of opportunities and most rights, is a major obstacle to the journey of will and the challenge that people of determination face so hard."

Community activist in defense of the rights of people of determination Iman Wadi (33 years old), with partial visual impairment, faces many difficulties in her daily life, whether while fulfilling her needs outside her home located in Al-Amal refugee camp in Khan Yunis in the southern Gaza Strip, or On her daily commute to work.

Wadi, who works as a peer guide for people of determination at the Al-Hayat Center of the Italian “Education” Foundation, which specializes in the field of education and disability, says that the simplest suffering we face is the lack of transportation for people of determination, especially the physically handicapped and the competent, and those with blindness, and this is a suffering. Extreme cruelty confronts me around the clock every day.”

The Peer Counselor describes the problems of people of determination in Gaza as tragic, adding, "We do not have the most basic rights that should be available, such as transportation and the handicapped card."

Wadi points out that medical and social services in Gaza provided to people of determination are scarce, noting that they do not meet the small part of their needs and requirements.
