July 31, 2021 The Mestre CGIA estimated that evasion in Italy amounted to 109.8 billion euros in 2018;

over 6 points of GDP: for every 100 euros of revenue paid to the tax authorities by citizens and businesses, 15 "remained" in the portfolios of the tax evaders.

In the South, the heaviest situations in Calabria were 21.3;

this resulted in "3.3 billion of tax evaded: in practice for every 100 euro of taxes paid, the tax authorities have escaped 24.5 euro. Campania had a weight of the underground economy equal to 19.8%, 10.2 billions of unpaid tax which, in percentage terms, led to tax evasion to reach 22.7%. Sicily had a black economy of 19.3%, tax evasion of 8.1 billion, equal to 22.2%.

The most "loyal" to the tax authorities, on the other hand, are the Autonomous Province of Trento (tax evasion at 11.3%), Lombardy (11%) and the Autonomous Province of Bolzano (9.7%).

For the CGIA, a large part of the lost revenue, especially in the South, is attributable "to evasion of survival, so not paying taxes has allowed many businesses, not only small or micro-sized ones, to remain in life, safeguarding many jobs ". For the craftsmen from Mestre, in addition to the excessive tax burden on taxpayers, "it is necessary to intervene to reduce the burden of tax oppression that hinders work, especially of small businesses".
