In Russia, an order may be put in place according to which drivers with serious illnesses will be automatically deprived of their rights.

This information follows from the draft amendments to the law "On road safety", developed by the Ministry of Internal Affairs.

As stated in the explanatory note, the document was developed with the aim of excluding the admission behind the wheel of drivers who, during medical examinations, medical examinations or medical care, established diseases and conditions that are contraindications to driving.

“The amendments made will optimize the interagency information interaction between the Ministry of Health of Russia and the Ministry of Internal Affairs of Russia on the exchange of the above information, exclude the possibility of admitting people with diseases (conditions) to drive vehicles, the presence of which interferes with the ability to drive a vehicle,” the document says.

The authors of the document recalled that under the current conditions, non-professional drivers must undergo a medical examination upon the expiration of a 10-year period of validity of a driver's license.

“However, the lack of interagency information interaction between the Ministry of Health of Russia and the Ministry of Internal Affairs of Russia on the exchange of information about citizens who have contraindications to driving, leads to the fact that drivers who have identified medical contraindications or previously not identified medical indications or medical restrictions continue to drive vehicles before the expiration of the driver's license, ”the document says.

It is specified that over the past 3 years and 6 months, the traffic police canceled more than 16.2 thousand driver's licenses on the grounds that the drivers were diagnosed with diseases that impede safe driving.

The document provides that if a driver finds contraindications to driving during a medical examination, medical examination or medical assistance, information about this circumstance is recorded in the federal register of documents containing information on the results of a medical examination.

It is included in the Unified State Information System in the Healthcare Sector (Unified State Health Information System).

In this case, the driver is sent for examination and treatment, as well as for an extraordinary mandatory medical examination, which is carried out by a specialized specialist in the identified disease.

For the period of these procedures, the validity of the driver's medical certificate and driver's license is suspended.

In the event that the inspection does not reveal the driver's diseases that are medical contraindications to driving, the effect of his rights will be restored.

If doctors discover diseases, the presence of which interferes with driving, then the rights will be revoked.

In addition, another scenario is provided, during which the driver may find diseases that are previously not identified indications or restrictions on driving.

In this case, the previous driver's license is also invalidated, but its owner will be notified of the need to obtain a new document.

It is proposed to set the date for the entry into force of the bill on March 1, 2022.

Director of the National Public Center for Traffic Safety Sergey Kanaev positively assessed the initiative of the Ministry of Internal Affairs, noting that there is a need for such an exchange of information.

At the same time, he noted that, in his opinion, the right should not be revoked until the diagnosis of a potentially hazardous driving diagnosis has been confirmed.

“If a doctor discovers a disease, he sends a person for examination, gives confirmation and only after that is added to the traffic police database.

And not before that.

Legislative activity of the Ministry of Internal Affairs

Earlier, the Ministry of Internal Affairs proposed to reduce the cost of OSAGO policies and the rate of transport tax for those motorists who agree to a voluntary technical inspection of their cars.

The head of the traffic police, Mikhail Chernikov, said in mid-July that the monitoring of the availability of technical inspection services carried out by the Ministry of Internal Affairs showed that the current system was not ready for the implementation of a number of new provisions of the legislation in this area.
