The alarm came in just after nine o'clock on Saturday night.
According to the police, the vehicle must have been driving at high speed.
All involved are under 18 years old, between 14 and 17 years old.
Two of them have serious injuries that should not be life-threatening.
The EPA tractor has been seized and the driver is suspected of aggravated drunk driving and illegal driving.
