The Ministry stated that the inclusive education policy was the result of joint efforts among many relevant authorities to organize the procedures and services provided to students of determination, in order to achieve high-quality inclusive education, in accordance with international best practices.

The Ministry explained that inclusive education is one in which students of determination, from kindergarten to grade 12, engage in an educational program within a shared learning environment capable of providing targeted support for students, allowing to reduce regression and remove obstacles that may lead to student exclusion or Excluding it, to ensure that they receive a high-quality education by effectively addressing their diverse needs in ways that are respectful, accepting and highly responsive, and providing the necessary support.

The ministry added that the inclusive education policy achieves 12 goals, including achieving high-quality inclusive education in the UAE by developing joint standards with the concerned authorities for the quality of inclusive education, to be applied in all educational institutions in order to follow up and evaluate the effectiveness of the services provided to students of determination. The quality of their educational outputs, the provision of equal opportunities for education for students of determination, and ensuring that each student receives the program within the appropriate path to his needs, in order to reach the appropriate qualification for him, creating a common understanding among employees and all partners about inclusive education, and unifying efforts and programs related to their education students at the national level.

The inclusive education policy also achieves providing students of determination with appropriate services that suit their needs and enhance their capabilities, in addition to assessment, diagnosis, and education of students of determination by qualified and holders of specialized certificates, providing the appropriate educational environment (common learning environment) for students, and enhancing learning opportunities, so that they meet all their needs in schools.

The inclusive education policy aims to raise the technical competencies of teachers, specialists and workers with students of determination on the latest and best international practices in the field of inclusive education, and the participation of their parents in all stages of the educational process, starting with the evaluation and diagnosis stage, then the stage of preparing the educational plan, following up on its implementation, and the extent of development The student’s performance and then the final evaluation stage, in addition to the integration of roles in cooperation with the relevant bodies and institutions that provide additional services to families and students, including the Ministry of Community Development and the Ministry of Health and Community Protection, developing a communication plan and disseminating the concepts of inclusive education to raise community awareness of people of determination and reduce the negative perception about people of determination. The policy also specified procedures for admission and registration of nine categories of students of determination, which are: “Intellectual Disability and Communication Disorders”, “Autism Spectrum Disorder”, “Attention Deficit Hyperactivity Disorder”, “Specific Learning Disabilities” and “Visual Disability”. , “hearing disability”, “physical disability”, “psycho-emotional disorders”, and “multiple disabilities”, explaining that each category of disability is integrated according to its different requirements, needs and levels of severity, by defining the appropriate inclusive education environment for each A category, in addition to providing inclusive education services and programs to them in government schools and private schools that follow the curriculum of the Ministry of Education in accordance with controls and standards related to their needs, abilities and skills, which are specified in the regulations and procedures regulating this policy, which will be issued later.

Individual plan for students of determination

The policy of inclusive education has informed the application of an individual educational plan for students of determination, based on two types: the first, in which students need support services only with considerations in teaching and assessment, and the second requires (change or modification) in the curriculum, in addition to that, the individual educational plan will be reviewed and evaluated To determine the extent of its effectiveness in achieving the student's needs stipulated in the goals at the end of each semester or periodically.

The policy also referred to a set of procedures for exams for students of determination, especially those related to the application of general and special considerations for them and for each category according to their needs and capabilities, and then the issuance of different types of certificates according to the programs they joined.
