In order to thoroughly implement the "Decision of the Central Committee of the Communist Party of China and the State Council on Optimizing Fertility Policies to Promote Long-term and Balanced Population Development" (hereinafter referred to as the "Decision"), the relevant matters are hereby notified as follows:
1. In-depth study of the spirit of "The Decision"
The "Decision" is a major decision made by the Party Central Committee with Comrade Xi Jinping as the core to coordinate the overall strategy of the great rejuvenation of the Chinese nation and major changes in the world unseen in a century. The "Decision" pointed out that, adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the people-centered, balance-oriented principle, reform as the driving force, and the rule of law as the guarantee, implement the three-child policy and supporting supporting measures, and improve Service management system, improve the level of prenatal and post-natal care and inclusive childcare services, reduce the cost of childbirth, parenting, and education, enhance family harmony and happiness, promote the realization of an appropriate fertility level, and promote the long-term balanced development of the population.
2. Implementing the key tasks of the "Decision"
(1) Implement the three-child policy in accordance with the law.
It is necessary to thoroughly evaluate the population development situation, work foundation and policy implementation risks in the region, and scientifically formulate implementation plans.
The provincial people’s congress or its standing committee is promptly requested to revise the population and family planning regulations of this province (region, city), focusing on the revision of related content such as fertility regulation, rewards and social security, inclusive childcare services, family planning services, and legal responsibilities.
Abolish social support payments, clean up and abolish relevant penalties, and completely delink household entry, school enrollment, employment, etc. from personal fertility.
Follow the principle of unification of the legal system, pay attention to coordination with the upper law, and do a good job in the connection of rewards, assistance, and restraint measures before and after the implementation of the three-child policy.
Consolidate territorial responsibilities, properly handle historical issues in accordance with laws and regulations, safeguard the legitimate rights and interests of the people, and maintain the overall stability of the work.
(2) Improve the service level of prenatal and postnatal care.
With the in-depth implementation of the five systems of maternal and child safety as the main line, the implementation of the plan for improving maternal and child safety actions was initiated.
To protect the health of children, implement the Healthy Children Action Promotion Plan and the Breastfeeding Promotion Action, strengthen children's medical and health care services, and develop child-friendly hospitals.

Standardize the application of human assisted reproductive technology, strengthen planning and guidance, strict technical approvals, strengthen technical service supervision, and ensure relevant technical specifications and orderly application.
Speed up the shortcomings of public services related to childbirth, and implement the "14th Five-Year Plan" High-quality and High-Efficiency Medical and Health Service System Implementation Plan.
Strengthen the capacity building of women's and children's health services, increase the supply of high-quality medical resources for obstetrics and pediatrics, realize that there is a standardized maternal and child health care institution in each province, city, and county, and strive to provide the masses with fertility, good pregnancy, safe birth, and education Good fertility services throughout the process.
(3) Promote the development of inclusive childcare services.
Study and formulate a special plan for the development of childcare services during the 14th Five-Year Plan, clarify the overall requirements, main objectives, key tasks and safeguard measures, decompose key tasks annually, carry out regular follow-up evaluations, and promote the implementation of various policies and measures.
Implement the "14th Five-Year Plan" public nursery service capacity building project and inclusive nursery service special actions, expand investment within the central budget, and support social forces to develop community nursery service facilities and comprehensive nursery service institutions.
Encourage qualified employers to provide childcare services for employees in the workplace, standardize the healthy development of family childcare services, and support intergenerational care, family mutual assistance and other care models.

(4) Protect the rights and interests of family planning families.

Encourage localities to explore the establishment of parental care leave systems for the only child.

In conjunction with relevant departments, actively promote the joint management of birth medical certificates, household registration, medical insurance participation, social security card application, and child vaccinations.
For areas where population development and economic, social, resource, and environmental conflicts are more prominent, adhere to classified guidance, carry out propaganda and advocacy according to local conditions, promote the effective connection of relevant people-benefit policies and fertility policies, and accurately perform various management services.
Reform the creation activities of advanced units with high-quality family planning services, improve the creation standards, enrich the content of the creation, and give full play to its exemplary and leading role.
(6) Strengthen population monitoring and strategic research.
Improve the grassroots monitoring network team, improve the population monitoring points, promote the sharing of information such as birth registration, pregnancy and childbirth health care, hospital delivery, birth medical certificates, child vaccinations, and residents' health files, and strengthen the construction of a population database for all employees.
Improve the national life registration management system, and improve the population monitoring system that covers the entire population and the entire life cycle.
Strengthen cooperation with education, public security, human resources and social security, civil affairs, statistics, medical insurance and other departments to promote the integration and sharing of basic information on population services and dynamic updates.
Track and monitor the fertility situation and population change trends, carry out population situation analysis, and deepen research on major issues such as population and economic and social development.
Strengthen the establishment of population disciplines and theoretical systems with Chinese characteristics in the new era, and develop high-end population research think tanks.
3. Effectively strengthen implementation guarantees
(1) Strengthen organization and leadership.
The implementation of the "Decision" will be regarded as a major event of the health system.
