"E-cigarettes are often sold to children and adolescents by the tobacco and related industries that make them, using thousands of attractive flavors and misleading product claims," the report said.
WHO experts are concerned that children using these products will be three times more likely to use tobacco products in the future.
The organization recommends that governments enact appropriate regulations to prevent smoking and protect future generations.
Earlier, the Ministry of Finance offered to license the production and wholesale of cigarettes in Russia.
