Immediately after the atomic bomb was dropped on Hiroshima, the government decided not to appeal in a trial in which residents and others complained that they had suffered health damage due to the so-called "black rain". Is as follows.

"Black Rain" A-bomb survivor health handbook issuance "Black rain" A-bomb survivor health handbook issuance at Hiroshima High Court on July 14, this year I myself have been pondering how to deal with the proceedings, such as claims.

As a result, in light of the peculiarities of the health damage caused by the atomic bomb, the plaintiffs in this proceeding should return to the idea of the A-bomb Survivor Assistance Law, which states that they should provide assistance under the responsibility of the government, and seek relief. Therefore, we decided not to appeal.

Everyone, they are quite old and have various illnesses.

Under such circumstances, based on the fact-finding through the first and second trials, we have determined that it is possible to certify as an A-bomb survivor based on certain rational grounds.

This ruling has serious legal issues, such as inconsistencies with past judicial precedents regarding the health effects of the atomic bomb, which the government would otherwise be unacceptable.

In particular, the fact that the health effects of internal exposure due to "black rain" and ingestion of food and drink should be widely recognized regardless of scientific dose estimation is incompatible with the conventional concept of the A-bomb survivor support system. Yes, it is unacceptable for the government.

Based on the above thoughts, the government decided not to appeal after clarifying its position on the problems of this judgment in this discourse, and promptly issued the A-bomb survivor health handbook to 84 plaintiffs. I will do it.

In addition, for those who have the same circumstances as the 84 plaintiffs, we will immediately consider taking measures so that we can certify and remedy them regardless of whether they participated in the proceedings or not.

Even now, 76 years after the atomic bomb was dropped, we will continue to provide support to the survivors while thinking about the fact that many people are still suffering from their health problems.

And, as the only war-bombed country in the world, we will appeal to the whole world for the abolition of nuclear weapons and the permanent peace of the world so that such a disaster will not be repeated again.
