The preliminary investigation into the origin of 144,000 euros in donations received in 2017 by the presidential party La République en Marche [LREM] was dismissed in June after a reminder to the law for two of its officials, learned the 'AFP Monday with the Paris prosecutor's office.

The National Campaign Accounts Commission [CNCCFP] had reported to the Paris prosecutor's office in mid-November 2018 facts likely to constitute an infringement of the legislation on the transparency of public life.

The CNCCFP had made this report following the "control of the receipts supporting documents transmitted by the association for the financing of the LREM party and the impossibility of identifying the origin of certain donations received during the year 2017 for a total amount of 144,000 euros made by checks, transfers or even electronic payments ”.

The identification of donors is necessary to verify that they are indeed natural persons and that they do not exceed the authorized ceiling for payments to political parties.

This ceiling is set at 7,500 euros per person per year.

Other ongoing investigations

Following the CNCCFP's report, Rémy Heitz, the Paris prosecutor who had just taken up his post, on November 20, 2018, opened a preliminary investigation entrusted to the anti-corruption police officers of the Central Office for the fight against financial and fiscal offenses [OCLICCF ].

This investigation was closed on June 10 after a reminder to the law served on the president and the treasurer of the financing association of the Republic in progress, Christian Dargnat and Emmanuel Miquel.

The reminder to the law relates "to the non-communication to the CNCCFP of the detailed elements of the donations", according to the Paris prosecutor's office.

But the preliminary investigation has however "not been able to demonstrate an infringement of the substantive rules: these donations were indeed donations from individuals and did not exceed the ceiling," said the prosecution.

Senior officials of the presidential majority continue to be the subject of judicial inquiries.

The Keeper of the Seals Eric Dupond-Moretti was indicted by magistrates of the Court of Justice of the Republic on July 16 for "illegal taking of interests".

Interior Minister Gerald Darmanin is the target of an investigation for “rape”.

Ministers Alain Griset, Olivier Dussopt and Sébastien Lecornu are also the subject of preliminary inquiries.
