As children, Christian Karlsson and Robin Dahlén were singled out as responsible for four-year-old Kevin's death.

Twenty years later, major shortcomings in the police investigation were revealed and the brothers were acquitted of all suspicions.

But, the time in between was not easy, neither for the brothers nor for their family members.

For more than a year after the police investigation, the parents found themselves in that every moment they had with the children was monitored by social services and psychologists.

- We felt that if we did not do what they said, we risked being declared incompetent as parents, Annika Karlsson, the brothers' mother, has previously told SVT.

The conclusion: The municipality has failed

But Arvika municipality has never issued a public apology for how the families have been treated by the social services.

The question was nobbed by a majority in the municipal council, who considered that they could not take a position on the matter because it concerned classified information.

Now the lawyer Stefan Liliebäck, on behalf of the families, has gone through all the documents at Arvika municipality - including the classified ones.

His conclusion is that the municipality has made a mistake, but exactly on what points or on how many he does not want to present until the investigation is formally submitted.

Then there will be negotiations, with the threat of a damages process.

I offer the municipality to compensate the boys and the family in some way.

Footnote: Last week, the brothers demanded that the government, out of grace, compensate them for their suffering caused by the flawed police investigation.

The current investigation and possible claims for damages are thus aimed at the municipality's handling.
