  在措钦大殿,哲蚌寺管委会负责人介绍了寺庙“导”的方法:“寺管会党组书记讲政治和大势,寺管干部讲政策和规定,专家学者讲法治和历史,高僧活佛讲教义和戒律,老僧讲对比和变化,教育引导僧人遵守宪法法律,持戒潜心修学,坚持‘以法治寺、以戒管僧’,健全寺庙管理规章制度,修订完善寺规僧约,力求导之有力、有方、有效。”

  习近平总书记细致询问,不时同他们亲切交流。

  走出大殿,蓝色的天,白色的云,彩色经幡迎风猎猎。寺庙僧人沿大殿走势站成一排,在太阳下捧着哈达,静待总书记。

  总书记健步走向他们。僧人里有耄耋老者,也有青春少年。他们齐声向总书记问候道:“扎西德勒!”

  “我也是慕名而来。哲蚌寺在我们的藏传佛教地区和信教群众中有很高的地位。这些年在拥护中国共产党领导、拥护社会主义制度、维护祖国统一等方面,都作出了积极贡献。”

  众僧人专注倾听。

  “宗教的发展规律在于‘和’。任何宗教的生存发展,都必须同所在社会相适应,这是世界宗教发展传播的普遍规律。藏传佛教的发展,要有利于人民生活改善,有利于社会稳定。宗教要和顺、社会要和谐、民族要和睦。希望藏传佛教沿着正确发展方向,我相信这条道路会越走越宽、越走越好。”

  23日上午汇报会前,西藏宗教界爱国人士代表汇聚拉萨饭店。习近平总书记亲切会见了他们:

  “祝全西藏各寺庙、众僧人扎西德勒!”

  西藏考察途中的另一份牵挂:

  人民至上,生命至上

  得知河南遭遇极端强降雨,习近平总书记在西藏考察途中作出重要指示:

  “始终把保障人民群众生命财产安全放在第一位,迅速组织力量防汛救灾,妥善安置受灾群众,严防次生灾害,最大限度减少人员伤亡和财产损失……”

  他要求解放军和武警部队积极协助地方开展抢险救灾工作,国家防总、应急管理部、水利部、交通运输部加强统筹协调,强化气象监测预报和地质灾害评估,抓细抓实各项防汛救灾工作。

  考察的每一天,汛情和防汛抗洪的进度,第一时间摆到总书记的案头。

  前不久在北京开会,习近平总书记对省里主要负责同志叮嘱道:“‘七下八上’的汛期,防汛是你们最要关心的事。同时现在这段时间安全生产和防灾减灾工作有点冒头,关键是做好预案,防患于未然,不要不当回事,不要麻痹大意。”

  防汛防台风是人命关天的大事。在福建工作时候,习近平同志坚持“宁肯十防九空,不可用而无备”。后来到浙江,又推动了“百万人大转移”。这一切,都是为了把人们生命财产损失降到最低程度。

  在23日的汇报会上,习近平总书记强调:“生命重于泰山啊!发展和安全必须处理好。”

  “各地区各有关部门要切实做好各项工作,尽快恢复生产生活秩序,做好受灾群众帮扶救助和卫生防疫工作,注重巩固脱贫攻坚成果。”

  他的目光望向自治区负责同志:“西藏也要落实好这些要求,也要做好自然灾害防范和处置工作。”
