"For her great contribution to the implementation of state policy in the field of protection of motherhood, fatherhood and childhood in the Russian Federation, to award the Order of Friendship to Anna Yuryevna Kuznetsova, the Russian president's commissioner for children's rights," the message says.
In June, Putin signed a decree awarding the Order of Friendship to actor Vladimir Gostyukhin.
