It is noted that the initiators of the bill are deputies Nikolai Knyazhitsky (European Solidarity faction), Natalya Pipa (Golos) and Oksana Savchuk (non-factional deputy).
Earlier, Dmitry Kozak, Deputy Head of the Presidential Administration of Russia, said that about 1 million Ukrainians received citizenship of the Russian Federation from 2016 to 2020, including not only residents of Donbass.
In April 2019, Russian President Vladimir Putin signed a decree on the simplified acquisition of Russian citizenship by residents of the self-proclaimed Luhansk and Donetsk People's Republics.
