Moscow intends to draw the attention of the world community to "gross and systematic violations of human rights by the Ukrainian authorities, to record numerous facts of criminal acts in the international legal field, to force the Ukrainian authorities to stop committing them."

From the point of view of the Russian side, the unconstitutional coup d'etat in Ukraine and the advancement of nationalist forces into the state bodies of the country became the main reason for massive violations of human rights in the republic.
