During the visit, President Xi emphasized that the Tibetan Autonomous Region "has achieved economic development and has greatly improved people's lives. It proves that the Communist Party's policies are completely correct," and justified the ethnic minority policy. This is the first time President Xi has visited the Tibetan Autonomous Region since he became President of the People's Republic of China, and the first visit as General Secretary of the Communist Party since 1990 by Jiang Zemin.

The Tibetan Autonomous Region has been criticized by Western countries for "the human rights of the Tibetans are being violated by the oppressive ethnic policies of the Chinese government."



As President Xi is receiving similar criticisms over the Xinjiang Uygur Autonomous Region, it seems that he wants to avoid such criticisms by appealing the legitimacy of ethnic minority policies.
