The provisions on beach protection are regulated in the Environmental Code and prohibit construction within one hundred meters of the shoreline.

In many places in Sörmland, it is even 300 meters that applies.

The municipality can grant an exemption, but then special reasons are required. 

But in recent years, the number of incorrect decisions has increased, according to the county administrative board, which has a review responsibility.

100 cases in line

It is both a matter of making decisions that are not supported by law or that they are formally deficient.

The County Administrative Board is thus forced to spend a lot of time unnecessarily on investigating things that the municipalities should already have been aware of, according to Anne-Li Fiskesjö.


The County Administrative Board now has 100 cases in line for review, which means a processing time of approximately six months.

"Raise competence"

A bureaucratic process that affects the residents who have to wait for decisions that have already been given the green light by the municipality to be reviewed, and in the worst case rejected, by the county administrative board.

But still more than one in ten who apply for an exemption can do what they want.

Met the municipal directors

To rectify this, the county administrative board therefore called on the municipal directors in Sörmland earlier this year to make it clear to them what it is that applies.

- I think that the municipalities together should raise their competence in these matters. And everything would have been better for those who apply for an exemption for their new house if the municipalities had handled them right from the start
