After a Defense Council, Prime Minister Jean Castex spoke to the 1 p.m. newscast on TF1 to detail the modalities for extending the health pass, which entered into force this Wednesday, July 21 in places of culture and leisure welcoming more than 50 people.

"The world is facing a fourth wave, it is coming, we must react!" Said the head of government, while the coronavirus epidemic has been on the rise in France for several weeks under the effect of the Delta variant.

"The objective of the health pass is to strengthen vaccination," he recalled.

"The 4th wave, we are there," said Jean Castex on the first channel, specifying that the number of contaminations had jumped by 140% in one week. "96% of the 18,000 cases of contamination on Tuesday (identified in France) were not vaccinated," said the head of government. For the time being, apart from the extension of the health pass, the government is not considering any new braking measures, but certain decisions could be taken at the local level, depending on the epidemic monitoring indicators. Jean Castex cites, by way of example, the "wearing of the mask, which can be either generalized on a department, or on certain zones where the concentrations of population are high."

Facility managers will not have to verify the identity of their clients

Managers of establishments open to the public, including cinemas and museums since Wednesday and cafes and restaurants from August, will have to control health passes but will not be held responsible in the event of fraud, the Prime Minister explained on Wednesday. Jean Castex, adding that "a week of teaching" would be granted. The managers will be "responsible for controlling" the health pass, but not for "verifying the identity" of the person presenting it, which will be the responsibility of the police, said Jean Castex. After a week of "pedagogy" for the establishments concerned, "the time for sanctions" will come, he added.

The health pass must be extended from August to restaurants, bars, some shopping centers and long-distance public transport, according to Emmanuel Macron's statements on July 12.

No health pass to go to school

There will be "no health pass in schools," wanted to reassure Jean Castex on Wednesday.

"Our whole strategy since the start of the crisis (...) has consisted in ensuring that the children of France are educated as much as possible. (...) So we will not say now, if you are not vaccinated, especially since some can not help it, we will deprive you of school. So no health pass in schools. "

Nevertheless, the government intends to strengthen the vaccination of 12-18 year olds.

"We are going to put the package to vaccinate young people from 12 to 18 years old. From September We are going to set up devices to go and vaccinate them directly in establishments, in colleges and high schools," he insisted.

A target of 50 million first-time vaccines by the end of August

On the vaccination front, the Prime Minister announced the opening of five million appointments "within 15 days".

The head of government hoped that four million French people would receive their first dose during the last week of July, and another four million in the first week of August.

The executive wants to reach the threshold of 50 million first-time vaccines by the end of August.
