The health pass comes into effect from Wednesday in places of culture and leisure that accommodate more than 50 people.

The device will then be extended "from the beginning of August" in cafes, restaurants and trains.

On Monday, the Council of State validated the bill including the vaccination obligation for caregivers, isolation for 10 days for the sick and the extension of the health pass almost in its entirety.

He nevertheless revoked certain provisions aimed at combating Covid-19.

Inapplicable to acts of first necessity 

The highest French administrative court reduced the fines and invalidated the checks of positive cases by the police between 11 p.m. and 8 a.m.

The Council of State also revoked the obligation to present the health pass at the entrance of large shopping centers.

"The only thing that the Council of State says is that this cannot be applicable to acts of first necessity. And we can see that this is the ultimate limit: we will not be able to use the health pass to do our daily groceries at the supermarket, "he says.

Compulsory vaccination or health pass?

The text will be examined Tuesday in committee at the National Assembly, then Wednesday afternoon in the hemicycle.

It will then be in the Senate on Thursday, with a view to final adoption by the end of the week, at the end of the extraordinary session in July.

With this validation, the opposition's room for maneuver is limited.

"The balance is between health pass and compulsory vaccination. And there are a number of parliamentarians who have spoken out in favor of compulsory vaccination and against the health pass, posing the principle that everyone must be vaccinated", explains the Constitution specialist.

"This therefore no longer presupposes the use of checks by persons not authorized to verify your personal data, but simply checks by the police, whether or not you have been vaccinated", adds Jean-Philippe Derosier . The elected socialists, for example, have already positioned themselves in this direction.
