Russian Prime Minister Mikhail Mishustin has approved the deputy prime ministers as curators of the federal districts.

The head of government announced this decision during a meeting on July 19.

According to Mishustin's order, Victoria Abramchenko will be responsible for the Siberian Federal District, and Yuri Borisov for the Urals Federal District.

Tatiana Golikova will be the curator of the North-West Federal District, Dmitry Grigorenko for the Central Federal District.

Alexander Novak will be in charge of the North Caucasian Federal District, Marat Khusnullin - the Southern Federal District, Yuri Trutnev - the Far Eastern Federal District.

In addition, Trutnev remains the curator of the Arctic.

Dmitry Chernyshenko will become the curator of the Volga Federal District.

As the head of the Cabinet of Ministers emphasized during the meeting, decisions on the appointment of those responsible for the districts were made taking into account their professional experience, knowledge and the range of tasks performed. 

In the new status, deputy prime ministers will have to be responsible for such areas as investment attractiveness, increasing the effectiveness of budget expenditures, and comprehensive socio-economic development of the entrusted territories.

They will also oversee the development and implementation of investment, national projects and state programs in the assigned territory, as well as issues of state regulation in the field of providing financial assistance to the regions.

“Achievement of national development goals, results of national projects, realization of the potential of each region require the formation of a modern, flexible and effective management system.

The decision to appoint curators of federal districts from among the deputy prime ministers of the government is dictated by this very logic, ”the Cabinet of Ministers said in a statement.

At a meeting with the deputy prime ministers, Mishustin recalled that President Vladimir Putin had given the instruction to secure the supervision of the districts for all deputy prime ministers during a direct line.

The head of the Cabinet also drew attention to the fact that the government commission for regional development headed by Marat Khusnullin will coordinate the actions of the curators.

“This will make it possible to establish effective interaction between the districts, which is especially important given the need for joint work on the implementation of large-scale infrastructure projects in the regions at the intersection of various industries,” the prime minister said.

The work of the deputy prime ministers, he stressed, should be aimed at social development and ensuring the economic growth of the districts, "so that the life of every citizen changes for the better."

“Each of you in the assigned territory will be responsible for its social development, for how efficiently budget funds are spent, whether these spending meet the needs of people and how budget discipline is observed,” Mishustin said.

Recall that during a direct line on June 30, Vladimir Putin, answering a question from one of the viewers why only the Far East has a supervising deputy prime minister, said that the government would prepare appropriate proposals so that each separate territory had a curator, since this practice “ on the whole justifies itself. " 

“We agreed that the Prime Minister will present proposals related to the fact that the leaders of the government, deputy prime ministers are engaged in the supervision of certain territories.

In my opinion, this is justified, bearing in mind that contact with the territories, a better immersion in the problems of the territories will be more solid, more permanent.

I hope this will lead to the fact that the decisions that are made in the center will be communicated more meaningfully, more accurately and with greater effect for the territories, ”the president explained.

Commenting on the decision to approve the deputy prime ministers by the curators of the regions, the presidential press secretary Dmitry Peskov stressed that the institution of plenipotentiary representatives of the head of state in the federal districts and the oversight of the territories in no way replace each other.

“This is a separation of functions. The government is talking purely about the economy, about the implementation of economic development plans. And the plenipotentiaries carry out the general coordination of the work of other bodies. Therefore, it in no way replaces each other, ”he explained.
