It was he who stood at the origins of the FAPSI - one of the largest Russian special services, ”the telegram says.
Mishustin noted that thanks to Starovoitov, unique information security systems of the country were developed, digitalization and automation of government and operational communication systems were carried out.
Starovoitov became the head of FAPSI in 1998 and made him one of the largest special services in the country. In 1999 he received the title of Hero of the Russian Federation.
