Don’t be confused by "awards" and "names"

“Illegal social organizations are using more and more methods to fake and bluff, don’t be fooled by the'award'.” said Zhao Xuegang, a member of the Social Work Committee of the Beijing Municipal Party Committee and deputy director of the Beijing Municipal Civil Affairs Bureau, “From 2018 to 2020, We banned 97 illegal social organizations."

  Forged red-head documents and seals

According to reports, illegal social organizations mainly include three types: one is organizations that carry out activities in the name of social organizations without the registration of the civil affairs department, which is the most common type; the second is that after social organizations are revoked or their registration certificates are revoked, Organizations that continue to operate in the name of social organizations; the third is social organizations that carry out activities other than preparations during the preparatory period.

"Many illegal social organizations are keen to take advantage of Beijing's geographical advantages to highlight their so-called'authority' and'status' to carry out activities. Therefore, Beijing has always been the main battlefield against illegal social organizations." Zhao Xuegang said that combating illegal social organizations requires both government departments. The implementation of various tasks also requires the active participation of the public to jointly build an all-round and three-dimensional comprehensive governance system to truly eradicate the breeding ground for illicit social organizations.

Some illegal social organizations nicknamed "Gao Dashang", under the banner of inheriting national culture, directly mailed or sent false award certificates to relevant people, carried out appraisal and commendation activities, and collected fees from the winners.

In February of this year, the "China Red Culture Society" and "National Intangible Culture Research Association" and other illegal social organizations investigated and dealt with by the Beijing Municipal Civil Affairs Bureau were all in this situation.

They forged red-headed documents and seals, in the name of holding a national selection event, awarded honorary titles and awards in personal culture and art, awarded honorary certificates and trophies, and prizes, and then asked the winners to pay part of the fees and defrauded them to collect money.

Law enforcement officers went to the office addresses of these illegal social organizations to investigate, and found that all they left were false addresses or post office boxes, there were no actual office spaces and office staff, and none of the phone calls left were answered.

"Once the masses participate in their appraisal activities, all they get are illusory false'honours' and the property losses caused by this."

Claims to be supported by the government

According to reports, there are still some illegal social organizations imitating the practices of government agencies and national legal social organizations, building websites, issuing documents, linking current political news, linking various government agencies, and publishing so-called red-head documents, and some even claim to be obtained by the government. stand by.

For example, the "Chinese Taekwondo Federation Association" banned by the Beijing Municipal Civil Affairs Bureau this year claimed to be a legal organization established in 2010. It collects fees through external activities such as gymnasium franchise and rank examinations, and also issues franchise plaques and rank certificates.

Compared with the "Chinese Taekwondo Association" officially registered by the Ministry of Civil Affairs, it only has the word "Alliance". The content of the website also has many similarities, which is extremely confusing and misleading.

The website of the banned "China Quality Certification Supervision and Inspection Center" also contains the "315" and org domain names, which is very confusing and can easily lead the masses to mistakenly believe that it is a subordinate unit of the national quality supervision department.

The banned "National Association of Township Chiefs" claimed to be the director of the "Township Investment Center" under the China Investment Association. However, the China Investment Association stated that they had never established a "Township Investment Center", nor had they established or held a "National Township Investment Center". Long sorority".

In addition, there are some illegal social organizations under the banner of "government", and experts, scholars and celebrities in the organization industry are "platforms" for them.

On April 7 this year, the Beijing Municipal Civil Affairs Bureau banned the "National Government Legal Service Alliance" in accordance with the law.

This "alliance" was initiated and established by 24 law firms across the country and declared to be "my country's first national, professional, non-profit government legal service exchange and cooperation platform and lawyer practice association".

From 2016 to 2020, they held forums and meetings in many places across the country, each of which was large in scale. Participants included not only domestic well-known law firms, law schools, lawyers associations, but also judicial administrative agencies.

But such an "organization" with a seemingly strong background has not registered in any department.

  Accurate identification to prevent fraud

The person concerned said that when the public participates in the activities of relevant social organizations, they must know the situation of social organizations in advance, and can accurately identify them through the following four ways to prevent being deceived.

The first is to log in to the Chinese social organization government service platform, and check through the query page of the national social organization credit information publicity platform to find out whether it is registered.

The second is to pay attention to the WeChat official account of "China Social Organization Trends", through "I want to check", you can also check its legitimacy.

The third is to call the 12345 citizen hotline or the telephone of the civil affairs department to provide relevant information, which will be verified by the civil affairs department.

The fourth is to pay attention to the website of the civil affairs department and the official account to keep abreast of the latest developments in cracking down on illegal social organizations and the list of bans.

Zhao Xuegang said that the above methods can be used to identify illegal social organizations, and can also be used to complain and report illegal clues.

"Welcome everyone to work with us to dig out illegal social organizations hidden in corners and abductees. We will discover, ban, expose, and punish a number of illegal social organizations."
