The
Madrid City Council
Government
wants to approve the
Sustainable Mobility Ordinance
"as soon as possible", even this July in an extraordinary plenary session. The main problem - apart from the more than 5,000 allegations received - is that the PP and Ciudadanos do not have the votes to achieve it. On the right, Vox demands to lift the restrictions on entry to the center and activate them only during
episodes of high pollution
. On the left, Más Madrid and the PSOE want to expand the low-emission zone. In the middle, the four councilors close to Manuela Carmena who left
Más Madrid
offered to get "a new alternative majority to that of the extreme right", as confirmed yesterday to this newspaper.
The Sustainable Mobility Ordinance presented maintains the essentials of Central Madrid.
Delete the name and allow merchants who work there to enter, without further changes.
Contrary to what the
PP
promised in the electoral campaign, it does not reverse the area of low emissions.
After presenting this text, the mayor, José Luis Martínez-Almeida, and the Environment delegate,
Borja Carabante
, contacted
Vox
and met with its spokesperson, Javier Ortega Smith, and with the head of Mobility,
Fernando Martínez Vidal
.
At the meeting, the right-wing formation made it clear that it will not vote "a
Central Madrid made
up", which is what it calls the new ordinance.
Martínez-Almeida
asked
Ortega
to
send
him his proposal in writing. And Martínez Vidal has sent a document that defends "an alternative based on freedom and responsible mobility." The key is to convince and give facilities to use the car less, but without prohibiting. Almeida's proposal "perpetuates the ideological model imposed by the left," according to Vox.
The first of Vox's demands - to which EL MUNDO has had access - is "that the mayor fulfill the commitment he made in his program" and "reverse Madrid Central."
That goes through "improving air quality without restrictions on traffic."
In addition, it proposes "measures of real efficiency to reduce pollution" as a plan of aid to replace polluting cars.
"Give up the chase"
Vox admits that there is a zone of low emissions, as required by European and state regulations, but requires that access to cars is only limited in episodes of high pollution.
In short, he claims to "abandon the pursuit of the private vehicle" and "fulfill the promises made to the people of Madrid."
The right-wing party maintains what it promised in its program and what it signed with the PP in the 2019 municipal government agreement. The problem is that
Ciudadanos
opposes any change in this regard. "We are not going to allow any setback," sources from the
orange
formation explained to this newspaper
.
Sources from the government team assure that they will not begin negotiations with the rest of the groups until the allegations have been reviewed. Informally, the Environment team "has groped" the
PSOE
, as confirmed by sources from
the Socialist Group
. The PP would seek the abstention of the eight socialist councilors. Only with that, the ordinance could be approved by having more votes in favor than against. Still, the Socialists are not "receptive" because the ordinance seems to them "clearly insufficient". With
Más Madrid
, the main opposition group, the PP has not established contact.
The four councilors of Más Madrid - calling themselves
Recupera Madrid
- want, for their part, "to invite the Government to stop negotiating with the extreme right-wing denier and to do so with the former Carmena team," as mayor
José Manuel Calvo
told this newspaper.
.
In his case and in that of Vox, abstention is not enough.
At least one of the two groups would have to vote in favor of the rule for it to go through.
