The Ministry of Internal Affairs of Russia proposes to reduce the cost of compulsory motor third party liability insurance and transport tax for drivers who voluntarily underwent technical inspection.

This was announced by the head of the traffic police Mikhail Chernikov.

"The Russian Ministry of Internal Affairs considers it possible to work out measures to stimulate the owners of these categories of vehicles to voluntarily undergo the technical inspection procedure," he said in a video posted on the website of the Ministry of Internal Affairs Media.

At the same time, Chernikov said that the Ministry of Internal Affairs proposes to abolish the mandatory technical inspection for cars and motorcycles belonging to individuals.

A corresponding proposal has been sent to the government of the Russian Federation.

According to him, the incentive measures could be a decrease in the transport tax rate, as well as a decrease in the cost of the OSAGO policy.

Interested departments were invited to prepare appropriate amendments to legislative acts.

Speaking about the existing technical inspection system as a whole, Chernikov noted that the monitoring of the availability of maintenance services carried out by the Ministry of Internal Affairs showed that the current system was not ready for the implementation of new provisions of legislation in this area.

According to him, in a number of regions the standards are not observed in terms of the minimum provision of the population with technical inspection points.

The situation is negatively affected by the tariff policy of the regions in the formation of prices for such services, the head of the traffic police added.

"These factors can lead to difficulties for vehicle owners when passing a vehicle inspection," said Chernikov.

He also recalled that in accordance with the law, the owner is obliged to exclude a faulty car from operation, regardless of the fact of passing the technical inspection.

“Before leaving, the driver is obliged to check the technical condition of the vehicle and ensure its serviceability on the way,” Chernikov explained.

Note that the head of the traffic police spoke about the initiative to abolish the mandatory technical inspection in early June.

He expressed the opinion that such changes will allow motorists to assess the state of their transport in a comfortable environment.

Later, Chernikov expressed the idea that he expects an increase in demand for an inspection of the technical condition of cars after the abolition of its mandatory passage.

According to him, as a result of the changes, the driver will receive a diagnostic card indicating problems in his vehicle in order to eliminate them, and not in order to “just get a document”.

At the same time, the expert believes that it is advisable to introduce punishment for those who do not undergo maintenance.

Morzharetto recalled that the road traffic rules have a large list of faults with which the car cannot be used.

“If a police officer sees a car on the road, which spews clouds of smoke into the sky and whose wheels are looking in different directions, then he is legally obliged to stop this car and demand or fix the malfunction on the spot, or send the car to an impoundment parking lot until the malfunction is eliminated.

In such cases, it may be necessary to introduce a mandatory technical inspection after a person has brought the car into a divine form, ”the expert emphasized.

Autoexpert Roman Gulyaev positively assessed the initiative of the Ministry of Internal Affairs, recalling that in the current conditions, technical inspection is no longer needed to purchase an insurance policy.

The document will come into force on August 22.
