In order to further improve the timeliness and accuracy of anti-fraud warnings, and fully assist the public security organs in cracking down on telecommunication network fraud crimes, the Ministry of Industry and Information Technology, in conjunction with the Ministry of Public Security, and relying on the support of China Telecom, China Mobile, and China Unicom, have developed 12381 fraud warnings to discourage SMS Features.
On July 14, the Ministry of Industry and Information Technology and the Ministry of Public Security held the "12381 Fraud Early Warning and Dissuade SMS System Launching Ceremony and Press Conference" in Beijing. Wei Liang, director of the Anti-fraud Center of the Ministry of Industry and Information Technology and vice president of the China Academy of Information and Communications Technology, introduced that the 12381 system can quickly deal with the case number, domain name, URL, IP, and Internet account provided by the public security agency, based on big data capabilities. In a few seconds, you can lock the number attribution, identify potential victim users, including users that scammers have or are contacting, and send warning messages to users through the 12381 SMS port as soon as possible, prompting users that they may face loans, rebates, and impersonation. There are nine types of fraud including "Public Procuratorate Law", "Killing a Pig", impersonating customer service, impersonating leaders acquaintances, false winning prizes, and false credit investigations.
In addition to prompting the people who may be deceived through text messages in time, the information and communication industry has also taken actions to prevent and control telecom network fraud.
Sui Jing, director of the Cyber Security Administration of the Ministry of Industry and Information Technology, said that in the first half of the year, the Ministry of Industry and Information Technology organized three rounds of network inspections on 93 provincial-level basic telecommunications companies and nearly 150 million Internet of Things cards across the country, and 39 mobile communication resale companies. All 16.41 million illegal industry cards were cleared.
It also implemented a secondary verification of 15.36 million high-risk phone cards, and shut down 14.69 million phone cards in accordance with the law.
Established an anti-fraud platform for the information and communication industry. During the trial operation, a total of 19,000 involved numbers, more than 96,000 URL domain names and IP addresses, and 17,000 Internet accounts were processed. 510,000 potentially victimized user numbers were analyzed and more than 30 were successfully discouraged. With 10,000 users, the efficiency exceeds 60%.
