In Xinjiang, all ethnic groups have different characteristics, regardless of their population, historical length, level of development, differences in customs and habits, etc. Equal status, joint participation in national affairs, management of local affairs, and exercise of grassroots democratic rights.

  The white paper stated that Xinjiang implements the system of ethnic regional autonomy, effectively exercises the right to vote and to be elected, and fully realizes participation in political affairs.

Within the framework of consultative democracy, the CPPCC at all levels in Xinjiang actively recruits people from all ethnic groups and all walks of life to participate in politics, reflect social conditions and public opinions in a timely, accurate and effective manner, and effectively guarantee the participation of people of all ethnic groups in joint consultation and democratic supervision.

  The white paper pointed out that Xinjiang promotes grassroots mass autonomy in accordance with the law. The urban and rural grassroots in Xinjiang have generally formulated citizen conventions and village regulations and people’s agreements. The level of self-management, self-education, self-service, and self-supervision of grassroots autonomous organizations has been continuously improved.
