  The white paper introduces that for more than 70 years, the Communist Party of China and the Chinese government have always adhered to the "people-centered" concept of human rights, always regarded the right to subsistence and development as the primary basic human rights, and combined the universal principle of human rights with China’s reality. Enriching and developing the strategy of governing Xinjiang, insisting on governing Xinjiang according to law, uniting and stabilizing the territory, culturally moistening the territory, enriching the people and rejuvenating the territory, and building the territory for a long time, Xinjiang's human rights cause continues to obtain new development and progress.

  The white paper pointed out that Xinjiang effectively guarantees the right to life, respects and protects the right to freedom, and earnestly safeguards the right to a fair trial; in terms of guaranteeing civil and political rights, all ethnic groups in Xinjiang are equal regardless of their population, historical length, level of development, differences in customs and habits, etc. Status, participate in national affairs, manage local affairs, and exercise grassroots democratic rights.

  In terms of economic rights, the white paper shows that Xinjiang’s economy and society are developing rapidly, people’s livelihood construction and investment have continued to increase, and all ethnic groups have equal opportunities for development, jointly develop and construct, and share a happy life.

In terms of cultural rights, Xinjiang attaches great importance to the excavation, inheritance, and protection of the excellent traditional cultures of all ethnic groups, continuously improves the level of public cultural services, and effectively protects citizens’ right to education.

  The white paper pointed out that Xinjiang has established a social security system covering all people, and the level of health protection has been significantly improved; Xinjiang attaches great importance to women and children's work, strives to solve outstanding problems in the development of women and children, and promotes the steady development of women and children's undertakings.

  The white paper emphasizes that Xinjiang adheres to the principles of protecting legality, curbing illegality, curbing extremism, resisting infiltration, and fighting crime, and fully implements the policy of freedom of religious belief, normal religious activities are protected in accordance with the law, and citizens’ right to freedom of religious belief is effectively guaranteed.
